Radar speed sign is a dynamically changing electronic sign that displays the speed of the passer-by motorist. The purpose of it is to make a motorist slow down after realizing that the vehicle is being monitored.
If the speed radar is used for legal enforcement purposes, you should use highway=speed_camera or an enforcement relation instead. If both an enforcement and a feedback device is located on the same site, you should probably create separate nodes for these.
