What would you like to be added?

• Add a generic variant of https://pkg.go.dev/k8s.io/utils/buffer#RingGrowing.
• Add automatic shrinking when empty (https://github.com/kubernetes/utils/pull/321/files#r1890389588).
• Use it as replacement for:
  • https://github.com/kubernetes/kubernetes/blob/master/pkg/scheduler/util/queue
  • https://github.com/kubernetes/kubernetes/blob/master/staging/src/k8s.io/dynamic-resource-allocation/internal/queue

Why is this needed?

Less code duplication.
