This means the ability to rearrange notes while viewing them in the list, despite their creation date.

That way, the user would be able to list important notes above any other note and use notes as a task list (changing the importance of notes by "dragging" them up and down).

I had this idea based on my needs, but I also found the same need by the user IvanoffM described in an issue (Please add support for note rearrangement #3044)
