Technological developments are advancing increasingly faster, and there is a growing public power inability to generate the necessary regulatory frameworks and lead a model of public tech development for democracy. Can we imagine new models based on free open-source software and communities, that put democratic issues and the rights of citizens at its core? Carl T. Bergstrom is a professor of biology at the University of Washington and co-author of the book Calling Bullshit, which addresses modern techniques of disinformation based on data-driven narratives. Detecting this type of hoaxes is especially complex because they exploit the language of mathematics, science and statistics. To ensure that the future of the Internet is free of bullshit, it is necessary to recover strategies such as the art of skepticism and critical thinking. The Internet, as we know it today, was built in part thanks to the development of open code, protocols, and infrastructures that allowed all the nodes of this network to communicate in an open and distributed manner. This necessary but not sufficient condition sustains the Internet today, even though many proprietary codes, closed protocols and highly centralized structures have been built on top of its foundations. Thinking about the sustainability of the Internet today implies facing the challenge of guaranteeing the free, open and democratic nature of the Internet and everything that is part of it. What is the importance of free software for a free Internet? How can these projects be sustained in the medium term? What role should public authorities play in the development of democratic technologies? Adriana Groh (Sovereign Tech Fund) will focus on addressing these questions. 50 years after the birth of the Internet, the existing battles in the legal field seeking to regulate this great global space are multiple and increasingly complex. Regulation and legal times always operate much slower than the speed of technological development, and even more so in aspects as complex as the development of artificial intelligence, automatic data processing, or the impact of social networks and large platforms on society as a whole. In this roundtable we will address from different perspectives, the legal battles that are taking place in Europe around digital technologies and the role of lobbies, the challenges and risks of regulation in the field of AI and discrimination, and the main lines of action for the defense of digital rights. Why is the internet so broken? What could ever possibly fix it? Ben Tarnoff (Logic Magazine) will try to answer these questions with a whirlwind tour of the internet's history, and in particular the history of its privatization. Privatization programmed the profit motive into every layer of what was once a public network. In the process, it laid the foundation for the internet's current crises. El contexto tecnológico y democrático a escala global se encuentra en un momento de profunda inflexión. Los impactos geopolíticos, energéticos y climáticos están transformando los actuales modelos de producción tecnológica, y ponen en cuestión el actual modelo de desarrollo que sostiene Internet. El escenario de privatización y concentración de poder de las grandes tecnológicas sigue en expansión, al mismo tiempo que ha hecho saltar numerosas alarmas entre gobiernos y ciudadanía debido a sus impactos en el conjunto de la sociedad. Decidim ha abierto una pequeña brecha a escala internacional en una doble dirección: el desarrollo de tecnologías democráticas abiertas y la puesta en funcionamiento de infraestructuras para la democracia y la participación de la ciudadanía. ¿Cuáles son los retos y los riesgos de este presente y futuro incierto? ¿Cómo Decidim puede contribuir a la construcción de un Internet abierto, libre, democrático y al servicio de la gente?

La lógica extractivista que sirve de base del actual régimen de dataficación, mediación algorítmica y automatización social es una racionalidad basada en el ejercicio de múltiples violencias que se enmascaran tras las narrativas que propugnan la posibilidad de un ejercicio ético del desarrollo tecnológico sin atacar las raíces de la injusticia. La violencia extractivista en sus múltiples dimensiones: despojo de los territorios, de los cuerpos, la subjetividad, la sensibilidad, es lo que sostiene el capitalismo, el desarrollo de la modernidad y los sistemas sociotécnicos hegemónicos. Para efectos de la lógica del capital colonial y patriarcal, estos modelos instauran en el sentido común concepciones de la tecnología como artefactos técnicos desarticulados de los cuerpos y territorios, como materialidades que existen al margen de las personas y comunidades. Hablar de la violencia extractivista es fundamental, en primer lugar, para entender y visibilizar las distintas dimensiones en las que el modelo tecnológico hegemónico se construye como un régimen necro-tecnopolítico. En segundo lugar, para explorar las posibilidades de acceder a la justicia y a una vida digna.

Oliver Escobar cuenta la historia de la reciente Asamblea Climática Escocesa, que se desarrolló completamente en la esfera digital. Historical and current structures of power and privilege have rendered the minority majority of the world powerless and have no control over the design, architecture, governance, and curation of much of the Internet. What happens when we focus on the physical and virtual "margins" and work to decolonize the digital as practice, not metaphor?

Vivimos en la sociedad de la vigilancia. Los avances de la tecnología digital en las últimas décadas han allanado el camino para que los Estados vigilen a poblaciones enteras hasta un nivel sin precedentes y profundamente preocupante. Antes, los gobiernos espiaban a objetivos específicos, mientras que hoy la tecnología digital ofrece el equipamiento para espiarnos a todos, todo el tiempo: todo el mundo es sospechoso, nadie está a salvo. La pandemia del Covid-19 ha allanado el camino para implementar medidas excepcionales que suponen un peligro para el ejercicio de Derechos Fundamentales pero que seguramente no hubieran sido posibles, o habrían encontrado más resistencia en otro contexto. Las tecnologías que se han puesto a disposición de la Administración Pública, muchas veces en colaboración con el sector privado, son muy diversas, pero todas tienen un denominador común: el potencial impacto en los derechos y libertades de la población.
