It is a bug.
They felt is was the best time for release though.

Gets old though these AAA companies treating customers like trash.
Same for garbage. I don't have a single facility, it says I produce tons and still no single building shines different than bright green.
Anyway: A restart fixed it. Now my mail gets collected as it looks. At least no one's complaining anymore. Not tested if the sorting facility now actually does something, I demolished it after being useless.
EDIT: My city is clean, but the industrial area is still red. Yet, the post office there does not bother dispatching a single truck. Damn, no one be telling me this game is actually "ready for release". It's playable, but there are some huge bugs that really break the immersion.
The problem is mail boxes, screw yourself early by not making enough mail boxes and you'll never recover.
