The Balloon Technology Collection was created to provide a single repository for scientific ballooning literature and data. The project was proposed and begun by James Winker, a balloon technology researcher. The primary audience is NASA and the ballooning community. The Balloon Technology document collection consists of technical reports, working papers, proceedings, and journal articles that were collected from a variety of corporate, private, and published collections by Mr. Winker.

The Balloon Technology Collection is owned by the Balloon Project Office (BPO), which operates out of the NASA Wallops Flight Facility (WFF) in Wallops Island, Virginia.
