Education and training programs

The main building, territory and office of University is located in the centre of Moscow near the ring metro station Kurskaya and twenty minutes walk to the Kremlin and other famous historical objects of the Russia capital. Besides, the University has a good material base for the training and research in the Moscow region. Along with the cosmonaut training Center – “Star city” there are University training and scientific research Tchkalovskaya, 240,3 acres, where a new techno park is under construction. Another training scientific research Gornoye, 3,0 acres, there is the main industrial and scientific base in the field of applied geodesy. University branches of post-graduate education are available in all major cities and regions of the Russian Federation.

Total number of university employees makes about 800 people, about 30% - professors and teachers, scientific workers and the technical personnel is the others. The share of teachers with academic statuses makes about 70%, average age of professors and teachers - 53 years. At university are realized 30 higher education programs, 10 doctor's degree programs, and 15 professional development programs.Today at University more than 7000 the Russian and foreign students and trained persons are trained on all forms of education.

Rector is elected for 5 years at the conference by 200 representatives of SULUP staff. Land Use Planning Faculty

The Land Use Planning Faculty (Faculty of Land Management) is a largest one both in the University and Russia. It is also one of the eldest faculties (established in 1919). Its name was the basis for than of our educational establishment (the University of Land Use Planning).

Currently about one thousand students are taught on full-day and evening study of the Faculty. The expert personnel are trained at five basic departments (land management, economic theory and management, economy and management of agriculture production, higher mathematics, agriculture and plant cultivation). Other chairs such as information, soil science, environment, land-utilization and land register, land law, geodesy, aerophotography, marketing etc. also take active part in training. The chairs have laboratories with modern equipment and instruments. Training involves modern remote and Internet methods. The faculty graduates (surveying engineers) are multidimensional experts to work in design, scientific and research establishments connected with land management as well as enterprises and organizations involved in economic and legal activities in land relations. They are engaged in allocation of land for enterprises, public organization and for individual construction, farming; execute and issue ownership documents, arrange proper utilization and preservations of land. Engagements of expert economists and managers are directly connected with formation of a general model of the real estate market involving various entities and individuals such as property owners, property funds, receivers, investors, real-estate banks etc. Real estate agencies, investment and insurance companies, exchanges, auctions, bidding and tender commissions and other participants of real estate market need the experts. It is necessary to emphasize the need in property and land management experts for such governmental bodies as land resources and management committees, property management ones, tax inspectorates, technical inspection bureaus, arbitrations etc. Commercial banks and other financial and credit institutions take increasing interest in investment managers. The faculty chairs provide good postgraduate courses, master and doctor degree programs (doctorate) to train scientific and teaching experts.

Land Cadastre Faculty

The Land Cadastre Faculty trains bachelors, masters and doctors first of all in Land Cadastre science.

The State Land Cadastre includes the system of data and documents on legal regime of land lots, their owners, landlords, land users and holders, land categories and properties and economic value.

The Faculty includes four departments, namely land management and land Cadastre, soil science and environment, physics and information science. The chairs have modern laboratories such as Automated land Cadastre, Information science and computing equipment with Internet access, Environment control etc.

Activities of Cadastre experts include legal registration of landholdings and land tenures, recording and evaluation of land lots, governmental supervision of land utilization, requisite surveying provided by land laws for cadastre services in republics, regions/territories, districts, cities/towns, villages and rural inhabited places, land monitoring.

The experts are trained for committees on land resources and land management of RF republics, territories, regions, autonomous entities, authorities of industrial and territorial land cadastre services as well as for departments of Federal Service for State Registration, Cadastre and Cartography (Rosreestr), scientific and research establishments, organization and department of Scientific and Production Associations, the Russian Institute of Land Monitoring (RosIMZ), organizations of land cadastre municipal service connected with trade, mortgage, lease of land lots, establishing of land tax rates etc.

Urban Cadastre Faculty

The Urban Cadastre Faculty is established on the basis of Geodetic Faculty in 1998. The Faculty includes the following departments: planning and register of inhabited places, geodesy and geographic information science, aerophotography, mapmaking, municipal Cadastre.

The Faculty trains the bachelors, masters and doctors in Urban Cadastre science, and engineers qualified in Applied Geodesy.

The experts specialized in Urban Cadastre are trained to keep stage land and town-planning Cadastre for developed areas, to register rights to real estate, to evaluate land lots and real estate, to ensure governmental control over utilization and preservation of land in inhabited places, to exercise land and real estate transactions.

The Faculty graduates work in departments and structures of the Rosreestr, municipal committees on land resources of the RF entities, architecture and town-planning departments, Cadastre bureaus, property committees, technical inspection bureaus, realtor companies, agencies for real estate evaluation, insurance companies, real-estate banks and other organizations connected with municipal land and real estate management, economics and transactions.

The engineers specialized in Applied Geodesy can obtain deep knowledge in ground survey and computer processing of aerial and aerospace photographs. Engineering and surveying are designed to collect, record, process and represent the information in localities in electronic and traditional format to use them in various industries.

Future engineer obtains general and deep knowledge in human sciences and technology. Laboratories and studying rooms of the chairs are fitted with modern computers, advanced apparatuses and instruments of the best Russian and foreign manufacturers including unique laboratory complexes of digital cartography and hotogrammetry.

Our engineer can work in any design and exploration organizations, scientific and research establishments, higher education and special secondary ones.

Beginning from the first course, the Faculty students have practical assignments in information science, geomorphology and soil science, geodesy, astronomy, photogrammetry and interpretation of aerial and aerospace photographs and may work at the University bases in Moscow Region as well as to have production and pre-diploma practical work in various design and production organizations of Russia.

Law Faculty

History of the State University of Land Use Planning is one of legal though of land, the main wealth of this country. Land and law are indivisible things.

Abolition of governmental land monopoly, diversity of property patterns, developing of land market, introduction into civil turnover and many other changes connected with market relations placed the issue of the legal education establishing on the agenda as land management problems cannot be handled out of other legal problems (land, civil, labor, environmental, trade etc.)

In 1998 the Law Faculty was established on the basis of land law and jurisprudence department. The Faculty also includes such divisions as jurisprudence, state law, ecological law, social and human sciences, Russian and foreign languages etc. Currently the Faculty trains about one thousand students.

High qualification of the Faculty professors and academics and diversified structure of training enable the University to train its students at day, evening and correspondence departments.

In addition to traditional courses, the University provides the opportunity to obtain the legal education for the persons who already have their higher education.

The Faculty trains general lawyers having special knowledge in land laws. Its educational package provides for obligatory training in computers. Many classes are conducted in laboratories of Information Science Chair and Computing Center of the University. Computer skills (knowledge of legal databases) are obligatory for a jurist today.

The system of organic combination of theoretical and practical training becomes traditional at the Law Faculty. Practical training and pre-diploma are the component of training and a basis for studying of core curriculum. There is specialization such as civil law, land law and criminal law.

The Faculty students do their practical work in courts, the Ministry of Justice, Prosecutor`s Office and the Ministry of Internal Affairs, legal departments of enterprises and companies, land committees, committees of the Council of Federation, the State Duma, notary offices and local justice institutions.

Architecture Faculty

The Faculty graduates have a full higher education and architecture qualification. They are ready to an individual creative work.

The Faculty chairs have requisite training equipment, laboratories and methodological rooms. The training includes is conducted with application of modern computer facilities. The Faculty provides a postgraduate course and training in architecture. The Faculty includes the following departments: Fundamentals of Architectural Engineering, Construction, Agriculture Architecture and Physical Education.

Future architect obtains a general knowledge in human sciences and technology studying history of art and architecture, drawing, painting, graphic arts and sculpture, higher mathematics, building physics, science of materials and other engineering sciences.

Architectural engineering is emphasized. Our students are trained to design various residential houses, public and production facilities as well as to perform planning of inhabited places.

The Faculty graduates can work for governmental developers, creative workshops, scientific and research establishments/foundations and as district architects. Having a certain experience in design and construction, educational establishments and having obtained a license, certified architect is entitles to design any projects individually, to be a leader of any creative teams and design workshops, cadastre and design bureaus, design and construction groups.

Correspondence Faculty

Correspondence training at the University began in early 30s of XX century. There is a non-residence training before. The sector of correspondence training of exports in territory arrangement was established in the beginning of 1931 and correspondence faculty - in 1934.

Currently the Correspondence Faculty trains the following certified in-service experts: land use planning, land cadastre, urban cadastre, law, business economics and management (real estate transactions).

The Faculty graduates are qualified (certified) as engineer, lawyer, managing economist. They have state diplomas.

In-service training lasts 6 years. One academic year includes one laboratory and examination session lasting 40 calendar days at the 1st and 2nd courses, 50 calendar days at the 3rd, 4th, 5th and 6th courses, and four months for preparation and presentation of degree paper and state examinations. External students may be provided with hospice to prepare and present their degree papers. They are entitled to use the University library, training equipment, modern computer facilities, training and methodological literature.

The Correspondence Faculty also operates as Training and Methodological Center developing methodological directions and training aid in above subjects for all higher education establishments of Russia. Degree papers of external students are made at real outfits. The Correspondence Faculty accumulated amply experience in training of certified in-service experts and is continuously improving its educational package.

Certified experts graduated from the Faculty work in planning organization, various committees on land resources and land utilization, scientific and research establishments, other governmental organizations and establishments, commercial infrastructure.

The Second Higher Education Retraining Faculty

The Retraining Faculty is established in 1996.

The Faculty retrains the following experts: law; business economics and management (real estate transactions); urban cadastre; architecture; land cadastre (specialization in Evaluation of Land and Real Estate, Registration of Land cadastre Items).

The Faculty accepts the persons with higher education. Selection of students is exercised by entrance commission upon interviews in: state and law theory - for law faculty; economic theory - for business economics and management (real estate transactions); town-planning - for municipal cadastre; land cadastre - for land utilization and land cadastre.

The training may be day (3 years) or correspondence (3,5 years) on the basis of a contract. The contract may be made with enterprises, organizations, establishments of any ownership, assigning its employees to pass retraining course as well as with individuals.

The persons who have passed their state examinations and presented degree paper shall be provided with state diploma with appropriate qualification.

The Faculty activities are designed so as to ensure the University cooperation with governmental and private structures, banks and other organizations employing expert personnel.

The Professional Further Training Institute

The University includes the Professional Further Training Institute designed to conduct regular short-term and middle-term courses to acquaint with advanced developments, equipment and technology in appropriate fields as well as arrangement and conduction of further training classes for the employees of the industries connected with management of land resources in Russia. The courses are conducted by professors of the University.

The further training is exercised in the following subjects: land cadastre; urban cadastre; business economics and management; land utilization; law; applied geodesy; evaluation of land and real estate etc.

The University Marketing department has provided the course Evaluation of Land and Effective Management of Land Resources, Real Estate and other Business Assets for some years and issued the Certificate of the State University of Land Use Planning and Professional Further Training State Certificate.

The Institute includes the International Centers for Problems of Land Market and Additional Professional Education provided with advanced computer facilities and training hardware, the chairs of marketing and land information technology. There is a hospice of students. The training is conducted on self-repayment principles.
