Description

Fixes partially #9045.

Motivation and Context

The local node in Grid keeps track of current ongoing sessions using a cache. The cache allows setting a timeout for evicting a record if it has not been accessed for the duration of the timeout. This value was hardcoded to 5 minutes. The changes make it configurable.
