js: Update meshoptimizer NPM package #325

Both Three.js and Babylon.js natively support meshopt so we don't need to keep these extension files around.
These reexport encoder and decoder symbols, which makes it easier to consume this library.

Thanks! Switched over in donmccurdy/glTF-Transform#322; both CommonJS and ES Module versions are working for me, as well as type definitions. |

This adds missing .ts files and adds index.* so that this package is a bit easier to use.
