Improve performance (CPU footprint) of `util.CurrentTimeMill

Currently this will work:

        {
            "name": "send-invalid-request",
            "type": "action",
            "provider": {
                "type": "process",
                "path": "echo",
                "arguments": "${request_file}"
            }
        }
    ]

But this won't:

"method": [
        {
            "name": "send-invalid-

It would be great to have support for Kafka streams in the outboxer. Using the segment kafka library seems to be a good option.
