I would like to propose the min PHP for 4.3+ to be 7.3
This simplifies a lot, including the PHPUnit part (9, and soon 10).

Also, I think with 8.1 soon out, there is no need to stick to a long EOL PHP 7.2 (End of 2020 even security fixes)

Given that CakePHP 5.0 could be 8.0+, a 7.3+ for upcoming new minor 4.3 sounds reasonably conservative to me.

In other words: There is currently no reason to not run 7.4 even on all systems for many months now, and therefore even 7.3 is quite super-conservative in a way :)
