Describe your change:

I added an algorithm that determines if braces, parentheses, and brace placement in a given string is valid. There is a linked explanation of the problem and solution in the file, as requested in the contribution guidelines.

  • Add an algorithm?
  • Fix a bug or typo in an existing algorithm?
  • Documentation change?

Checklist:

  • This pull request is all my own work -- I have not plagiarized.

  • This PR only changes one algorithm file. To ease review, please open separate PRs for separate algorithms.

  • All function parameters and return values are annotated with Python type hints.
  • All functions have doctests that pass the automated testing.

Is this better than https://github.com/TheAlgorithms/Python/blob/master/data_structures/stacks/balanced_parentheses.py in some way?
