Add conversions/any_to_decimal.py

Variable and function names should follow the snake_case naming convention. Please update the following name accordingly: toDecimal

As mentioned in the Contributing Guidelines, please do not use printf style formatting or str.format(). Use f-string instead to be more readable and efficient.
