Good day.

For the subject vessel AH-105, the drawing of Preliminary Stability Booklet.
We have left some comments on the drawing as below:

The vessel is to comply with the following code and ROC’s regulations:
For intact stability aspect:
1. The general criteria and special criteria for passenger ships specified in 2008 IS Code.
2. Article 44 and 45 of ROC [客船管理規則] (The Regulations for Administrating Passenger Ship)
For damage stability aspect:
ROC [船舶艙區劃分規則] (similar to the requirements of SOLAS II-1 Subdivision and stability)

In addition, please provide us with the data or document for the following issues.

For intact stability aspect:


1. Please indicate detailed calculation of how passenger crowding arm and windage area mentioned at
each conditions have been obtained.
2. Curves or tables of minimum operational metacentric height (GM) based on the criteria of intact
stability and damage stability covered the full range of operational trim condition shall be provided.

For damage stability aspect:


There is no calculation of the factor si for in the Preliminary Stability Booklet.

If an inner bottom is located higher than the partial subdivision draught dp, this should be considered an
unusual arrangement.
1. In case of unusual bottom arrangement in a passenger ship, it shall be demonstrated that the ship is
capable of withstanding bottom damages (SOLAS ll-1 Regulation 9). Calculation of the factor si is not less
than 1 for all service conditions when subject to a bottom damage assumed at any position along the
ship’s bottom.
2. And when a passenger ship intended to carry 36 or more persons is to comply with SOLAS ll-1 Regulation
8 Special requirements concerning passenger ship stability. Calculation of the factor si is not less than 0.9
for three loading conditions on which is based the calculation of the subdivision index.

Please submit the relevant calculations based on the regulations mentioned above for our review.

Dear Sir,

For the project vessel AH-105, it is understand the structure scantlings of subject vessel is based on
the high speed craft rules. And in our experience, the subdivision of high speed vessels usually are
designed based on the damage stability requirements of HSC code. So we are writing this letter to
advise you that the subject vessel is to comply with ROC ’ s regulations, of 船舶艙區劃分規則 (eq.
SOLAS II-1 Subdivision and stability). In addition, we found that there are parts of the subject vessel
without double bottom.
In case of unusual bottom arrangement in a passenger ship, it shall be demonstrated that the ship is
capable of withstanding bottom damages(SOLAS ll-1 Regulation 9). And when a passenger ship
intended to carry 36 or more persons is to comply with SOLAS ll-1 Regulation 8 Special requirements
concerning passenger ship stability.
