Itis the result of a joint project of the Man- darin Training Center, the Graduate Institute of Teaching Chinese as a Second Language, and Research Center for Psychological and Educational Testing of National Taiwan Normal University. The research project began in 2001, and the first TOCFL tests were held in 2003. A new version of TOCFL was developed in 2008 and became available in 2013 The new version of the TOCFL has three proficiency bands: Band A, Band B, and Band C. Each band is divided into two levels making a total of six levels: Levels 1 to Level 6. Since 2013, TOCFL results are presented in the form of scale scores, and the cut-off scores of each level are obtained from the standard setting study. Based on the Rasch model of item response theory, scale score is the result of mathematical transformation according to the difficulty index of the test items and the number of questions that candidates answer correctly. The larger the number of test items answered correctly, the higher the scale scores.
