NATIONAL HEALTH TRENDS, ISSUES, AND CONCERNS

This course focuses the understanding of the students to the current national health trends, issues, and
concerns especially existing laws related to health so that in the long run they can better take care of their family
members in managing health related issues that may lead to a better, happier, healthier, longer, and more productive
life.

These are the lessons prepared for you:

UNIT II: NATIONAL HEALTH TRENDS, ISSUES, AND


CONCERNS
EXISTING NATIONAL LAWS RELATED TO HEALTH TRENDS, ISSUES, AND CONCERNS
Objectives:

1. Explain what is meant by responsible parenthood;


2. Cite ways by which one can safeguard reproductive health;
3. Correlate responsible parenthood and reproductive health;
4. Interpret and criticize the Responsible Parenthood and Reproductive Health Act;
5. Identify the effects of tobaccos smoking; and
6. Explain the Tobacco Regulation Act of 2003

UNDERSTAND THIS!
There are national laws that related to health that are essential to ensure the safety, health and
welfare of all Filipinos.

The following are existing Laws related to health, trends, and concerns.
1. Responsible Parenthood and Reproductive Health Act 2012
This Law is also known as the Republic Act (R.A) No. 10354, that includes the provisions on
maternal and child health that guarantee universal access to maternal care, sexual education, and
fertility control. However, there is still on existing debate on its mandate with regard to the funding
of distribution of artificial means of birth control.

 Ways to keep your reproductive system healthy


Protecting your Sexual and Reproductive Health
 Protect yourself against sexually transmitted infections (STIs) and get treatment if you’ve been infected.
 If you’re not ready to get pregnant right now, use contraception.
 Be Proactive about your Health
 Maintain a healthy relationship.

2. Tobacco Regulation Act of 2003


This Law is also known as R.A. No. 9211, that prohibits smoking in all public places that includes
the following:
 Center of youth activity such as school and recreational facilities like malls and parks
 Elevators and stairways
 Buildings and premises of hospitals, clinics, nursing homes, health centers, and laboratories
 Public conveyances and facilities such as airport, ship terminals and restaurants
 Food preparation areas
This act emphasizes that all enclosed public places and private workplace must designate a “Smoking area”
that must be an open space and a separate room different from the location of the nonsmoking area.

3. Comprehensive Dangerous Drugs Act of 2002


This Law is also known as the R.A.9165, that this policy of the State to safeguard the integrity of its
territory and well- being of the citizens, especially the youth, from the harmful effects of dangerous drugs.

4. Consumer Act of the Philippines


This is also known as R.A 7394 that aims to protect the consumer’s interest, promote the general welfare,
and establish standards for business and industry.
The policy aims to achieve the following goals.
 Protection against hazards to health and safety
 Protection against deceptive and unfair sales acts practices
 Provide information and education to make better choices to properly exercise the rights by the
consumer
 Provide adequate right and means of restoring damages
 Involvement of consumer representatives in the formulation of the social and economic policies.
5. National Environmental Awareness and Education Act of 2008
The R.A 9512, main objective is to increase awareness of everyone in the preservation of the environment.
The various sectors in the government such as the Department of Education (DepEd), the Commission on Higher
Education (CHED), the Technical Education and Skills Development Authority (TESDA), and the Department of
Social Welfare and Development (DSWD) are tested to integrate education on the environment at all needs of
learning in coordination with the Department of Environment and Natural Resources (DENR), the Department of
Science and Technology (DOST), and other relevant government agencies.

6. Traditional and Alternative Medicine Act (MAMA) of 1997


This Law is known as the R.A 8423, created the Philippines Institute of Traditional and Alternative Health
care (PITAHC) with the aim of enhancing the development and provision of traditional and alternative health care
in the country.

7. Philippine AIDS Prevention and Control Act of 1998


This law is known as the R.A. 8504 that promulgated policies and measures in the prevention and control of
HIV/AIDS in the country. Likewise, the act established a comprehensive monitoring system and nationwide
campaign through information dissemination and various educational programs.

8. National Blood Services Act of 1994


This is also known as R.A 7719, which promotes voluntary donation to provide an adequate supply of safe
blood. The law likewise regulates blood banks and provides penalties against excessive charging of fees and
operating without any permit or license to do so.

9. Seat Belts use Act of 1994


The Republic Act No. 8750 or the Seat Belt, Use Act of 1999 requires the mandatory compliance of both
public and private drivers and passengers to use the seat belt. It also requires all manufactures to install seat belt
services to all vehicles they produce.

10. Cybercrime Prevention Act of 2012


The Cybercrime Prevention Act of 2012 (R.A. 10175) defines cybercrime, elaborates its forms, provides
guidelines for prevention, and controls the process of investigation as well as the penalties associated with those
acts that would qualify under it.

11. Anti-Child Pornography Act of 2009


Also known as R.A 9775, this law shall recognize the vital role of the youth in nation building and will
protect their physical, moral, intellectual, emotional, psychological, and social well-being.

WAYS OF MANAGING HEALTH ISSUES AND CONERNS

Objectives:
1. Discuss the existing health laws;
2. Explain the significance of the existing health related laws in safeguarding people’s health; and
3. Following existing health related laws.

The laws, programs, and regulations are developed and implemented to protect the health and safety of
every individual. In that case, you must also take responsibility in conforming to these laws to ensure a harmonious
and healthy society.

 Reproductive Health and Responsible Parenthood


The Reproductive health is the state of complete physical, mental, and social well-being and not
merely the absence of disease or infirmity in all matters relating to the reproductive system,
functions, and processes. The reproductive health is both a human right and responsibility. Thus, it
is important to be informed of your rights that include access to safe, effective, affordable, and
acceptable methods of family planning.

 Tobacco Regulation
The dangers of smoking on the health of Filipinos include the increasing incidence of
cardiovascular diseases, lung cancer, and other related respiratory ailments. Primarily, there should
be a strict implementation of the law and a consistent information campaign on the health risks
associated with tobacco use.

 Dangerous Drugs
Drug Abuse is one of the most serious and the most difficult problems to manage because this issue
is not only addressed on the individual alone but also to his or her family, community, and the
whole society. Drug abuse can endanger health. As teenagers, you can do a lot prevent drug abuse
by taking care of yourself physically, mentally and emotionally.

 Consumer Health
The information on consumer health enables the individuals to develop their ability to evaluate and
select the appropriate health products and services. Indeed, the process of evaluation, selection, and
use of the consumer products or services has a great influence on the physical, mental, and
emotional well-being of the consumer.

The Food and Drugs Administration (FDA), previously known as the Bureau of Food and Drugs,
is the government agency that ensures the safety and quality of health products that are sold to the
public.

The following are some of its functions:


 Prevents some products from being sold such as drugs with harmful additives;
 Initiates removal of products from the market whenever new evidence reveals unacceptable
risks.
 Certifies that the health products are properly formulated, manufactured, and labeled.
 Requires health products to be registered, relabeled, reformulated, and repacked according
to a certain standard; and
 Prosecutes the manufacturer, repacker, and shipper of substandard products.

 Traditional and Alternative Medicine


The herbal medicine is the use of plants to treat disease or improve health. DOH has approved and
tested some herbal plants that can be used for therapeutic purposes. In 1997, former president Fidel
Ramos signed the Republic Act 8423, also known as the Traditional and Alternative Medicine Act
(TAMA). This law created the Philippine Institute of Traditional and Alternative Health Care
(PITACH) that promotes and advocates the use of traditional and Alternative health care modalities
through scientific research and product development.
