CAMMESA Regulatory Rules

To connect generation sources to Argentina's electricity grid, several regulatory requirements must be followed. Companies must (1) be a generator, auto-generator, or co-generator plant located near a grid node or use renewable fuels. They must (2) apply to CAMMESA 90 days before connecting by completing legal forms with technical details. (3) Approval is also needed from the grid operator to inject power. (4) An agreement is required covering generation schedules, amounts, and payment. Equipment switchgear, protection systems, and control systems must (5) be informed and approved by CAMMESA. Rigorous testing on site is needed to demonstrate the plant can handle various faults and regulate voltage

CAMMESA Regulatory Rules

1.-To become a
-Generator Plant: Have a Generation Company near an electrical Grid´s Node
-Auto-generator : Have an industrial plant with unless 50 % consumption from
generation plant
- Co-generator: a co-generation plant bigger than 1 Mw
-Renewable: Same as Co-generator ...using renewables as fuel

2.-To be a member one of Item 1.- company and belong to CAMMESA it is


necessary to apply filling a lot of legal forms at least 90 days before
begining of electricity generation . It is necessary to hire a Lawyer to fulfill all
requirements.
There are many forms to fulfill with equipment technical descriptions.

3.-Also the Generation Co. shall has technical approval from Interconnected
National Grid System (INGS) to inject power on it.
It is a complementary approval and it has many Items.

4.-An agreement concerning power injection to INGS


-when to generate
- How much
-How to measurement to get payment for power injected to grid
That means an information system linked with CAMMESA

5.-Switchgear and Protection system shall be informed and approved by


CAMMESA.
 Switchgear shall support Shortcircuit current at Node point.
 Under frequency relay
 Overfrequency relay
 reverse sequence relay
 Overcurrent
 Excitation loss
 Out from synchronism
 Full description , drawings and test for above systems

6.-Technical requirements for generation equipment:


-Inverse current sequence should be supported when an asymetric fail happens
-Frequency :
 -Frequency oscillations in between 49 to 51 without going out of service.
 -100 sec delay to disconnect between 48.5 to 49 and 51 to 51.5
 -25 sec delay to disconnect between 48. to 48.5 and 51.5 to 52
 -15 sec delay to disconnect between 47.5 to 48 and 52 to 52.5
 -without instantaneos disconnection in between 47.5 to 52.5

-Control system Power- frequency:


 4 to 7 % permanent statism
 Dead band less than 1 %
 feedback speed regulation less than 60 sec
 Feedback shall be regulated according Tech Procedure N°9

-It must be supplied


 Automatic generation stop
 Automatic load disconnection
 Grid´s Reactive compensation
 Full description of the above systems

7.-Black start equipment

8.-Control system for Reactive Power-Voltage ( on excitation )

9.-Power system stabilization on AVR , modulating a reference volatge.

10.-Test for voltage regulation without load with small variations on reference
voltage.

11.- Test for voltage regulation with load with small variations on reference
voltage.

12.-Control system shall be analyzed deeply under different situations ,


temperature control, inlet guidance blades to compressor (IGV),and so on
Computer models of control system to simulate different situations by computer
shall be supplied.
13.-Block diagrams and models from Excitation system, control system, power-
voltage control, and so on.....

14.-Synchronizing with grid test

15.-Loading GT test

16.-Complete tests for all Control systems on site including load rejection,
frequency stability, auxiliary system failures ( pumps, fans...)

There are some more tests, always on site, with gas turbines ON. Generally
speaking CAMMESA wants to know how fast it is generation plant response
to mechanical or electrical troubles which could happens on plant;
