CDL: Commercial Driver's License.
Current License: License that is being issued by
the licensing agency.
Enhanced Driver's License (EDL): Provides
proof of identity and citizenship; serves as a pass-
port alternative at certain U.S. borders.
Ghost/Secondary Image: A smaller, generally
Tess clear copy of the holder’s photo.
Headbar: The band across the top of some licenses,
usually color coded by license type.
Hologram: 3D image that appears to change when
viewed from different angles.
1-9 Form: Verifies that an employee hired after
11/06/86, is authorized to work in the U.S.

images depending on viewing angle.
Laminate: A plastic film on a license that may
include security features.
Microprinting: Text too small to be read with the

REAL ID Act: U.S. federal law mandating security
standards for driver’s licenses and ID cards.
Retroreflective: Surface on the laminate of a card
that makes certain data beneath it viewable only
with a special viewer and from certain angles.
UV: Security image that reacts to ultraviolet light,
symbol; see also pages 71-76.
Validation: Microprinting, holograms, UV inks,
seals, and other features that indicate a correctly
issued license.
Vertical License: Document in “portrait” format,
usually used for minor’s licenses or for ID cards.The Guide shows all valid license formats. Previ-
ously issued licenses will continue to be shown
until they are no longer valid. However, some state
military extension policies extend the validity of
older format licenses beyond the typical expiration
date for a given format. Since such licenses are not
in general circulation, they are not included here
Special licenses (restricted use, school bus, etc.)
are not shown, Administrators’ name changes are
not always shown.
Note: Although the Guide includes the most com-
monly accepted types of identification documents,
it does not cover all forms of ID, such as tribal ID
cards and foreign passports.

Three Types of Fraud to Control
ID fraud will usually involve one of these problems:
1) Counterfeit licenses: These licenses are com-
pletely different from the actual, valid license.
They may be designed to look “official” or
may follow a familiar, earlier license style.
Material in this Guide will help detect these
frauds quickly; match the questioned ID against
the actual size, full-color licenses in the Guide.
2) Altered licenses: Additions and changes are
often made to an actual, valid license, or to a
photo of a valid license. This type of fraud is
used by minors for liquor purchase, by credit
card defrauders who need supporting ID, and
The Soundex System is used by several states to
generate licenses. It assigns license number
groups with similar-sounding letters and assigns
a number to each group.
1) Take the first letter of the last name.
2) Add 3 digits by finding the number equivalent
for each subsequent non-doubled consonant.
If the first letter is followed by a letter with
the same number equivalent, go to the next
consonant. If two letters with the same num-
ber equivalent are separated by “w” or “h,”
do not code the following letter.
3) When there are insufficient consonants to get
3 numbers, one or more zeros are added.
4) After the initial letter and three numbers, the
coding systems vary from user to user.
Checking Driver’s Licenses
by others involved in identity theft.
The Guide controls alterations by providing
specific details of the licensing agency's poli-
cy. Laminations are applied by the state for
protective purposes; unauthorized lamina-
tions may be done to hide alterations and
should always be suspect. Coded license
numbers expose inconsistencies when
checked against birth date, name, or other
data on the license.
3) Forged licenses: When alterations are com-
bined with forgery of the license (usually by
adding a new photo), the Guide can offer
even more checkpoints. Fraud can be detect-
ed by checking for raised edges around the
photo, unauthorized lamination, a broken or
partial signature, and missing or partial state
seals at photo edge.
More Sophisticated Forgeries
The great majority of fraudulent ID involves
techniques that can be readily spotted by appro-
priate use of the Guide. Where a question
remains on a particular ID, there are several reli-
able techniques for your protection:
* Ask the person to state his address or other
information on the license.
+ Ask to see a supporting document that is more
than a year old.
+ Compare the person’s signature to the one on
the license.
* Check the license’s expiration date.
+ Examine the license for evidence of tampering.
* Check UV or other security features.
