FRAMEWORK OF THE STUDY

This chapter shows the related literature and research studies after comprehensive and

complete. This will also present the theoretical background, conceptual framework and

definition of terms.

 Review of Related Literatures

 According to Yatin (2015), an electronic document management system is typically

referring to a computerized system that facilitates the creation, capture, organization,

storage, retrieval, manipulation and controlled circulation of documents in the electronic

format. This system will help the organization retrieve their files easily. Having an

Electronic Document Management System has many advantages. In the current

generation, most organizations implement a paperless system. 

According to Brooks (2015), a Business News Daily Senior Writer, what makes

PinPoint appealing to its clients is that PinPoint offers a cloud-based solution for its

customers that prefers not to host the system on their own server. Because of this the

business will no longer have the difficulties in maintaining, installing, and upgrading

their server and system. Another factor why PinPoint is used by many businesses is that it

is easy to use. The system has a very clean interface that allows its users to navigate the

system easily. Lastly, PinPoint has the capability to conduct optical character recognition

(OCR). After doing such research and analysis, Business News Daily recommend

Pinpoint as the best management system for small business. Pinpoint document

management system can be run as a self-hosted or cloud-based solution, compatible with


both "Mac and Windows computers. It also has a wealth of valuable features and offers

outstanding user support (Brooks C, 2016). One reason Pinpoint document management

system is such a good fit for small businesses is that it can be hosted on3premises or in

the cloud, and works with all computer types. The interface is very clean and isn1t

cluttered with the features and tools we don1t use on a daily basis, which allows to easily

maneuver through the system. 

 According to Brooks (2015), there is an existing document management system

named BlueDoc wherein the users the system has the capability of adding new categories

of documents and assigning additional information for some purposed. Another existing

similar system is the Doccept. This system has an audit trail and a function were

notifications will appear once tasks are completed. 

As studied by Algara (2015) on Barangay Resident Record Management and

Certificate Issuance System it stated that this study focuses on the records management

system of the said Barangay. The Barangay treasurer/secretary is the one who performs

permits, certificates transactions community tax, business taxes, and other fees. They are

also in charge of keeping tracks of records, capture and maintain up-to-date records of all

issuance transactions and daily, monthly, yearly reports. They manually handled

transactions daily; specially get Barangay clearance, certification, cedula and permits.

Before the accomplishment of the task the constituents who request must undergo a long

process. Same through with storing of files, updating, accessing of data and recording the

expenses, they used folders and log of papers for its storage. The staff encountered

difficulties and long procedure in retrieving and recording file.


Barangay Management Information System with SMS (Short Message Services)

support. This provides a record keeping and updating information and it also allows the

users to search or view records. It is for the benefit of a Barangay but this time this

proposed system is with SMS Support. SMS Support needs a broad band connection to

send messages to the constituents. The SMS support can’t accommodate to send to all the

residents of the Barangay. Computer-based information retrieval operates through the use

of software that can offer information services for an institution (Kazuya,2015.)
