BACKGROUND AND RATIONALE

Pursuant to Republic Act No. 11032 also known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018 mandates all
government offices and agencies including local government units (LGUs), to provide services covering business and non-business related
transactions, which adopts simplified procedures that will reduce red tape and expedite transactions in government. This local government unit has
invited the Department of Information and Communications Technology (DICT) to conduct i-BPLS User’s Training for the Municipality of Lupon,
Davao Oriental to establish an Integrated Business Permit and Licensing System (eBPLS) - Building Permit and Certificate of Occupancy.

OBJECTIVE

1. To conduct User's Training on the Integrated Business Permit and Licensing System (i-BPLS) which is in line with the municipalities’ goal of
making the transaction fast and more efficient for Lupon.
2. Computerizing the Building Permit and Certificate of Occupancy by coming up with the cloud-based iBPLS software
that enables LGU to process application for new and renewal of permits electronically.
3. The automation of Building Permit and Certificate of Occupancy aims to further simplify
the business licensing process by providing end-users with direct access to conveniently process their business permits anywhere using the internet.
4. The
iBPLS is seen to result to an enhanced LGU operations and client’s satisfaction complementing the increase in revenue generation.
5. Consequently, it will support the program on upscaling of streamlining of BPLS thereby eliminating the red tape in LGUs.

METHODOLOGY

The Municipality of Lupon in partnership with the Department of Information and Communications Technology (DICT) will launch its
Electronic Business Permits and Licensing System (eBPLS) on October 28, 2021 at the Function Hall, 7-eleven Building, Lupon, Davao
Oriental.
