What are the Competency Standards?
What are the ICT Standards for Teaching and Learning in Philippine Pre-Service Teacher Education?

REPORTER1: ICT Competency Standards CHED UNESCO as provided in the 2017, Policy Standards
and Guidelines (PSG) for Pre-Service Teacher Education*. Clearly states that every future teacher should

ISTE National Educational Technology Standards for Teachers (NETST) ISTE= INTERNATIONAL
SOCIETY FOR TECHNOLOGY AND EDUCATION establish standards for both teachers and students these
standards were also referred to in the development of the Philippine ICT Competency Standards.
ISTE STANDARDS FOR TEACHERS
Standard 1: Technology Operations and Concepts
Script: This means that teachers demonstrate a sound understanding of technology operations and concepts.
Standard 2: Planning and Designing Learning Environment and Experiences
Script: This standard implies that teachers utilize the use of technology to plan and design effective learning
environments and experiences.
Standard 3: Teaching, Learning and Curriculum
Script: Teachers should be mindful that in the implementation of curriculum plan they have to include
strategies for applying technology to maximize students learning.
Standard 4: Assessment Evaluation

Introduction
The emergence of ICT is one of the wonderful gifts of modern science and technology which has
brought tremendous changes in library and information science. Application of information and communication
technology (ICT) to library and information work has revolutionized the traditional concept of libraries from a
“Storehouse of books to an intellectual information center” connoting the concept of an electronic library. It has
opened up a new chapter in library communication and facilitated global access to information crossing the
geographical limitations.
Script: ICT has given or created a significant change in our time since it has provided us with a new mode of
communication and made it easier for us to obtain the information we need. It also transformed the old concept
of libraries from book storage to electronic library with the help of ICT.
ICT is being increasingly used in library and information services for acquisition, processing, and
dissemination of information. Libraries have been using ICT based services to satisfy the diverse information
needs of the users. The use of ICT has become increasingly important in special libraries as it is switching over
to ICT based resources and services at an accelerated pace. The use of computers for library operation avoids
respectively jobs and saves a considerable amount of time, resources and labor. It also speeds up technical
processing and information services.
Script: As previously said, ICT has improved our libraries. The processing and distribution of information has
become more faster at this location. It also improves the speed of technological processing and information

Technology refers to methods, systems, and devices which are the result of scientific knowledge being
used for practical purposes.
Script: When we say, Technology refers to devices used or created to make people's lives simpler. It might be
communication technology or manufacturing, for example. It is also visible in many aspects of our lives. From
cellphones to everyday technologies like the internet and others.
ICT literacy is using digital technology, communications tools, and/or networks to access, manage,
integrate, evaluate, and create information in order to function in a knowledge society.
Script: For examples are, special keyboards; like software to magnify a computer screen or audibly read and
text on a computer screen, TTYs or Text Telephones to help people who are deaf communicate using the
telephone.
Educational technology is the use of both physical hardware, software, and educational theoretic to
facilitate learning and improving performance by creating, using, and managing appropriate technological
processes and resources.
Script: EdTech is the technology we use today to promote and provide access to education for both instructors
and students. These tools enable students to attend classes, interact, and learn in innovative ways both within
and beyond the classroom. Examples include video-assisted learning, reading, Google Classroom, and others.
Digital technology enables immense amounts of information to be compressed on small storage devices
that can be easily preserved and transported. Digitization also quickens data transmission speeds. Digital
technology has transformed how people communicate, learn, and work.
Script: It further reduces the large amounts of information and makes data transmission easier or faster. We
can use digital technology to improve our communication, teamwork, and social networking abilities. It also
assists students in becoming confident and creative developers via the use of information systems, and their
studying, doing, and communicating have become more extended as a result.
Digital tools are programs, websites or online resources that can make tasks easier to complete. A lot of
these can be accessed in web browsers without needing to be downloaded, and you can access them
both at home and in work.
Script: We may do our tasks or activities more easily with the help of this. It also assists teachers in improving
their lesson ideas and facilitating individualized learning. For, example iPads, laptop computers, cellphones,
and other digital gadgets.
On-line digital tools and apps use an Internet connection to access the information needed. A common
example is Skype. It is a telecommunication application software product that specializes in providing
video chat and voice calls between computers, tablets, mobile devices via internet and to regular
telephones.

animations, video and interactive content.
Script: What is Multimedia? The word MULTIMEDIA is made up from two words, MULTI meaning more than
one and MEDIA meaning a way of displaying or passing on information. So we can say that MULTIMEDIA
means: More than one way of passing on information.

Internet - Is a massive network of networks, a networking infrastructure. It connects million of computers

long as they are connected to the internet. It is generally defined as a global @network connecting millions
of computers.
Script: The Internet is millions of computers around the world connected to each other. Meaning When you're
on the Internet, your computer is connected to others by networks of telephone wire, cable and satellite. The
Web, e-mail, chat, and newsgroups are things you can do on the Internet.

WebQuest is an inquiry-oriented lesson format in which most or all the information that learners work with
comes from the web. These can be created using various programs, including a simple word processing
document that includes links to websites. Is an electronic, digital or physical tool that can expand the
human ability for performing tasks or generating products

find educational resources and expand their knowledge using the web.
Productivity tools refer to any type of software associated with computers and related technologies that
can be used as tools for personal, professional or classroom productivity. Examples: Microsoft Office,

goal with the use of technology.

These technology tools can be classified as:
a) Data/Calculation tools.

Flipped classroom is an instructional strategy and a type of blended learning that reverses the traditional
learning environment by delivering instructional content, often online, outside of the classroom. It moves
activities, including those that may have traditionally been considered homework, into the classroom.

The teacher will only make teaching materials about the subject through video but as students we will do an
activity, unlike traditional learning where the teacher is in the front to teach. The flipped classroom helps

Podcast is a digital audio file made available on the Internet for downloading to a computer or mobile

automatically.

Google Apps for Education (GAFE) is a core suite of productivity applications that Google offers to
schools and educational institutions for FREE. … All of these applications exists completely online (or in
the cloud), meaning that all creations can be accessed from any device with an Internet connection.
Script: Google Apps for Education” is one of the best solutions for messaging, collaboration, interactive
learning and online classroom by Google. The Education edition of Google Apps is equipped with all necessary
tools for communication, collaboration, documentation, storage, sharing, learning and high security.

Vlog is a personal website or social media account where a person regularly posts short videos. Vlog is a
set of videos that someone regularly posts on the internet in which they record their thoughts or
experiences or talk about a subject. A vlog can be topical and timeless, instructional and entertaining.
Script: It is a type of vlog that uses video as a medium. Perhaps the concept of a vlog can be turned into a
viewer's entertainment. Nowadays many famous actors do this.)
Facebook is a popular free social networking website that allows registered users to create profiles,
upload photos and video, send messages and keep in touch with friends, family and colleagues.
Script: Facebook is defined as an online social networking website where people can create profiles, share
information such as photos and quotes about themselves, and respond or link to the information posted by
others. People use Facebook to stay connected with friends and family, to discover what's going on in the
world, and to share and express what matters to them.
VOIP (voice over internet protocol) is the transmission of voice and multimedia content over Internet
Protocol (IP) networks. It is also a technology used for delivering different kinds of data from a source to a
destination using IP.
Script: A Voice over internet protocol is a technology used for transmitting different types of data from one
direction using the internet protocol to one destination. Data can be in many forms, including files,
communications, images, faxes or multimedia messages. VOIP is often used over the phone.)

B. Technology for Learners and Learning
1. Support learners to learn how to learn on their own.
All teachers fully understand that subject matter or content is a means to achieve the learning outcomes. There
are three categories of knowledge according to Egbert (2009) declarative knowledge, structural knowledge,
and procedural knowledge.
a. Declarative knowledge consists of the discrete pieces of information that answers the questions what,
who, when, and where. It is often leamed through memorization of facts, drills and practice.
SCRIPT: It can be leamed by simple mnenomics or conceptual maps. Declarative knowledge is the
fundamental knowledge necessary for students to achieve more complex higher order thinking such as critical
thinking and creativity, inquiry and production.
b. Structural knowledge consists of facts or pieces of declarative knowledge put together to attain some
form of meaning. An example of declarative knowledge is "pencil".
SCRIPT: The idea that evolved from a pencil is an understanding that: "it is something used to write." This is
referred to as structural knowledge. It can be presented by concept maps, categorization or classification.
c. Procedural knowledge is knowledge in action or the knowledge of how to do something. It is based on
facts but learned through the process of procedural knowledge.
SCRIPT: Examples include how to drive a car, how to use a cell phone, or how to speak English. Procedural
knowledge is indicated by a performance task or graphical representation of a concept.
Technology enhances learners’ communication skills through social interactions
This is commonly described as the transmittal of information from one person to another as single individual or
groups of individuals. According to Shirly (2003) in Egbert (2009), there are three basic communication
patterns:
a. Point to point two-way or one-to-one like Internet chat, phone conversation or even
face-to-face conversation
b. One-to-many outbound like a lecture, television. There is no social interaction.
c. Many-to-many like group discussion, buzz session, heads together. This kind of
interaction provides opportunities for social interaction.
Social interactions refer to the interaction through communication occurs through technology. Where
the participants as for clarification, argue, challenge each other and work towards common understanding.
SCRIPT: directly communication between two persons via email, cell phone, or other communication
technology. Or via google meet, google classroom, instagram, facebook, etc.
3. Technology upgrades learners’ higher-order-thinking skills, critical thinking skills, problem solving
and creativity
Critical thinking refers to the ability to interpret, explain, evaluate, infer and self-regulate in order to
make good decisions. With the use of technology, one will be able to evaluate the credibility of the source, ask
appropriate questions, become open-minded, defend a position on an issue and draw conclusion
with caution.
SCRIPT: All of these competencies are covered by Bloom’s Taxonomy of Analysis, Synthesis and
Evaluation
SCRIPT: Teachers, as role model, should display and practice critical thinking processes so that the learners
can imitate them.
Some ways by which teacher can develop critical thinking in the students:
a. Ask the right questions
SCRIPT: Most often teachers ask questions to find out if the students can simply repeat the information from
the lesson. Although these are necessary questions like what, who, when and where, these do not develop
critical thinking.
b. Use critical thinking tasks with appropriate level of challenge
SCRIPT: Use critical thinking tasks with appropriate level of challenge. Teachers should be mindful of the
readiness of the students. Students who have higher ability may find the task too easy, thus getting bored
early, while those who have low ability may find the task too difficult. Thus, there is a need to have activities
that are appropriate for the learners.
c. Vary the questions asked
d. Introduce new technologies
e. Modify learners’ grouping
f. Modify the critical thinking task
g. Encourage curiosity
Creativity is characterized as involving the ability to think Flexibly, fluently, originally, and
elaborately. (Gioldford 1986 & Torrance 1974 in Egbert, 2009)
Flexibility – able to use many points of view
Fluently – able to generate many ideas
SCRIPT: It implies being able to generate new ideas originally and elaborately. Creativity is not merely a set of
technical skills, but it also involves feelings, beliefs, knowledge, and motivation.
Seven Creative Strategies (Osborn, 1963). These have been simplified into fewer categories. To be creative,
one can use any of these strategies.
1. Substitute - Find something else to replace to do what it does.
2. Combine-Blend two things that do not usually go together.
3. Adapt-Look for other ways this can be used.
4. Modify/Magnify/ Minify - Make a change, enlarge, decrease.
5. Put to another use - Find other uses.
6. Eliminate-Reduce, remove.
7. Reverse-Turn upside-down, inside out, front-side back.
All together, the strategies will be labelled as SCAMPER.
