PROJECT PROPOSAL

I. Description

A. Project Location:

Bugasong is a third-class municipality in the province of Antique, Western Visayas,


Philippines. According to the 2015 census, it has a population of 33,642. It is
approximately a two and a half hour ride via passenger bus from San Jose de Buenavista,
the capital of the province. The Municipality has total registered voters of 14,704: 7,537 of
which are females and 7,167 are males. It has seventy-six (76) merged precincts.

Sitio Jatay-jatay is part of Barangay Pojo in Bugasong, which is connected to


coastal Barangay of Jinalinan. These are the predominant barangays in the Municipality.
The residents rely mainly on farming and other farm products as their primary source of
income; others are engaged in small entrepreneurs while a number are employed in both
civic and isolated institutions. Sitio Jatay-jatay in Barangay Pojo in Bugasong are very
proximate to the main public market. During rainy days, the Sitio Jatay-jatay residents find
difficulty in transporting their goods for trade because of the flooded and unimproved
roads toward the Poblacion.

Bugasong is one of the 11 municipalities in the province traversed by the Iloilo-


Antique-Aklan arterial road. This road section in the Municipality starts in Barangay Cubay
in the north and ends in Zaragoza in the south, stretching for about 10.5005 kms. and is
fully asphalted. The only gravel portion of national road is found in the Bugasong-
Valderrama road section, with a total length of 6.10 kms. National Road comprised
23.19% of the total road network. Traffic is free flowing in the National Road anytime of
the day.

B. Brief Summary of the Project:

Municipality of Bugasong received an award which is the Seal of Good


Housekeeping CY 2017 conducted by the Department of Interior Local Government
through The Performance Challenge Fund (PCF) with an amount of Two Million Pesos
(Php 2, 000, 000.00).

The proposed project is to connect barangays of Jinalinan and Pojo which will be
constructed from Sitio Jatay-jatay to Barangay Jinalinan to serve as a new network for
commuters. This road proponent is accessible through walking, bicycling and four
wheels drive . The road needs to widen and rehabilitate in order to create more
convenient thoroughfare to transfer the commercial products easily. Furthermore, to
communicate instantly with the outgoing and incoming contact for more developed
Municipality of Bugasong.

C. Project Goals & Objectives:

➢ To increase economic development.


➢ To grant easy access to all commuters both consumers and students.
➢ To generate better drainage system along the area.
➢ To convey better and comfortable road network going in and out to
market.

D. Target Beneficiaries:

As of 2016, 3, 312 projected populace coming from barangays: Pojo and Jinalinan
are subject to benefit the proposed project which is Concreting of Sitio Jatay-jatay -
Jinalinan Road. There are combined 1, 627 males and combine 1, 685 females within
the two barangays that could benefit this project.

E. Project Partners:

This will be the collaboration between the Department of Interior and Local
Government through the Performance Challenge Fund (PCF) and the Municipal Local
Government Unit of Bugasong. The MLGU-Bugasong will provide maintenance for the
operation, monitoring and evaluation of the project until it’s done.

II. Project Components/Implementation Schedule

The project will be in the formed of Contract. Winning bidder will provide
materials, equipments, manpower and any other relative requirements on their own
expenses for the implementation of the project.

Detailed presentation of the outline of period the project shall take:

Bidding Process:

There are two possible way to conduct public bidding. In the Revised
Implementing Rules & Regulations (IRR) of R.A 9184 stated The Latest Allowable Time
and Earliest Possible Time. This two are the same in kind and outcome whereas the
difference of the two is the period or duration to be conducted.
Hence, the Local Government Unit of Bugasong uses Earliest Possible Time
to acquire projects in a total of 28 C.D instead of 133 C.D. This are the listed outlines
to be follow for public bidding yet in some instances there are delays in conducting
this.

Delivery of Materials:

Materials and equipments used will be provided and delivered by the


winning contractor otherwise may rent equipments from known contractors from
the municipality. Local Government Unit is free from supplying such other
necessities for the project.

Monitoring/Implementation Schedule:

Project would be monitored as much as once a week because this project is


located few kilometers away from the Municipal Hall. Is it estimated 120 Calendar
days to complete the project.
Thus, in some reasons LGU might encounter such factors which can
interrupt and could delay the project. (See “Annex A” as attached Implementation
Schedule).

III. Work and Financial Plan

IV. Project Management

Concreting Sitio Jatay-jatay - Jinalinan Road will be supervised, evaluate


and monitored by the Local Government Unit of Bugasong through the Office of
the Engineer.

The implementing management team is composed of Chairperson, Vice-


Chairperson and Members. Their functions are described as follows:

Chairperson - convene and preside over the meeting of the PCF


Implementing Team/Unit.

Members:

MEO - Prepare project proposal and documentary requirements.


- Prepare and submit the quarterly physical and financial
progress reports.

- Prepare and submit Project Completion Report at the end


of the project.

MPDC - Assist and review project proposal and to monitor the


implementation of the project.

Mun. - Prepare and submit liquidation reports and other reports as


Agriculturist may be required by DILG.

V. Project Sustainability

Local Government Unit of Bugasong has an Annual Budget allocated for maintenance
of roads and drainages. Thus, this project would be satisfactorily sustained by timely
inspection, evaluation, and monitoring of such project. Proper usage for continuous service
of certain project soon to be implemented. Allocated funds from the barangays as support
fund in rehabilitation of the road within the barangay for continuation of the project.

VI. Risk Analysis

There are those some delaying factors encountered during the implementation of
the project like weather and man-made activities. Rains, unexpected typhoons, and
landslide. These factors may form interruption of projects and difficulty in implementation.
Thus, by providing plans to mitigate possible damage of landslide this rainy season for
better implementation. Local Government Unit is ready to face these factors yet for some
instances there are some reasons that cannot avoid happening but still the Municipality
hoping for the most excellent accomplishment for the benefit of all with cooperation of the
people within the barangay.
