providing construction services in Pakistan since 1985 having good reputation. They have
completed many projects in Pakistan.
Construction Site work activities include usage of equipment and machinery like scaffolding,
cranes, cement mixers, vibrators, grinders, excavators, steel cutting, shuttering, electrical wiring,

workplace hazards and its control measures. I also talked to some workers who were working
there. Workers support me to identify the hazards and its control measures. There are some
hazards that make this site hazardous to workers and visitors. I talk to HSE manager to control
the hazards.
For more information, I also check last nine months record of accident and incident, staff
turnover, absenteeism, ill health to look their efficiency, this help me in my risk assessment.
After identifying the hazards and suggesting their control measures I referred to HSE website

arguments Matracon Private Ltd construction company is morally required to protect the security and
welfare of its workers. It’s organization responsibility to provide healthy and safe working
environment to its workers. Any worker who is being hurt or killed at work place is
unacceptable in civilized culture. Every worker relies on their daily or monthly salary. The
workers leave their home for working to provide food and other’s needs to his family. Its
worker right to go to work to earn and return home in the same condition not facing any
disease or any physical injury. When the worker get injured, not only him but his family also
get effected from it because the family is dependent on him. When there is unsafe
environment for working then worker get disturb both mentally and physically due to which
there will be high chance of accidents. The organization must fulfil his moral responsibility to
decrease the unsafe working activities and assure the health and safety of workers. The
organization must provide appropriate personal protective equipment and ensure its proper
use to the worker. All organization must comply ILO’s safety and health convection in order
to protect their employees (C155).

Legal arguments:
It is organization legal responsibility to follow the rules and regulations at work place.
According to ILO convection C155, the organization must maintain and ensure the worker
health and safety at workplace. But if an organization don’t follow the rules and regulations
set by international labor organization and local government, enforcement agencies may
take legal action against organization. Firstly they send notification letter to inform the

organization before taking any action. They have authority to stop the work that put
employee in danger. The organization supervisor may be jailed or fined and the company
license may be cancelled in case of any disastrous accident. But if any worker gets injured
he will civil claim and organization have to pay the worker. This will create a bad reputation
of organization which effect the business and relations with other organizations. As per ILO
C155 organization should make the workplace safe and secure for the workers.

Financial arguments:
When the accidents and ill health happen to the workers at workplace then there must be
financial costs which is of two type direct and indirect costs.
Direct cost includes measurable costs arising directly from the accident. When accident
happens then organization spend huge amount on worker first aid, worker sick pay, repairs
to damaged equipment, and delay in production. When there will be high accidents rate at
organization, this effect the organization reputation and the moral of worker will be low
which effect the production and all this is in financial loss of organization. While indirect
costs are uninsured costs which are difficult to quantify and hard to identify like damage to
public image, damage to industrial relations, difficulties in hiring and retaining staff as a
result of accident.

Specific legal arguments According to International Labour Organization ILO-C167, article 13 states that all necessary
measures shall be taken to ensure that all workplaces are safe and without risk of injury to the

national laws and regulations, preventive measures shall be taken to avoid the occurrence of

According to article 14, all scaffolds and ladders or any other equipment used to work at height
should be constructed and used in accordance with national laws and regulations.
Safety nets, guardrails, scaffolding shall be inspected by competent person in accordance with the
schedule and criteria specified by national laws and regulations.
