Revamped Distribution Sector Scheme
(RDSS)

OBJECTIVE

 Improve the quality, reliability and affordability of power supply to consumers

through a financially sustainable and operationally efficient distribution sector;
 Reduce the AT&C losses to pan-India levels of 12-15% by 2024-25;
 Reduce ACS-ARR gap to zero by 2024-25.
Parts of the Scheme
The Scheme has the following parts -

 Part A
o Component I: Metering
o Component II: Distribution Infrastructure Works
o Component III: Project Management
 Part B: Training, Capacity Building and other Enabling &
Supporting Activities.
Scheme Outlay and Funding Pattern

 The estimated outlay for the scheme is Rs 3,03,758 crore with an

Estimated grant from Central Government of Rs 97,631 crore. The
funding pattern is as below:

Key Learnings from Past Experience &
introductions
Past Experience Introductions

Lack of upkeep of Complete Handholding of Utilities by SIA for 7 Years under FMS
Systems

Less Automation • Placement of Communicable FPIs in all Towns (Group A, B, C) for

quicker localization of faults leading to localization and resolution
• Consideration of OMS for DMS Towns, SMS Alert to Crew for Group
B & C from Zonal SCADA Control Centre (ZSCC)

Project Management • Single Contract for SCADA and Enabling Equipment to ensure
Issues Synchronization, Ease of integration, Timely Completion of Projects
• Optimal Usage of Resources by Using SCADA Control Centers for
RT-DAS
• MPLS/ GPRS Communication SLA & Electronic earthing by SIA as
part of entire delivery by SIA
• Consideration of Mixed and Rural Feeders also emanating from
Substations in towns to provide uniformity and account for expansion

Key Learnings from Past Experience &
introductions
Past Experience Introductions

Lack of Usage • Model MIS and Analytics for DISCOM Management for Continuous
KPI Monitoring enabling actions for improvement
• Must for Utilities to establish IT Cadre for Control Centers and Field

Skilling • Hosting of National SCADA Resource Centre (NRSC) by PFC for

Long Term creation of Pool of Manpower for O&M Works and
continuous Training with Dispatcher Training Simulator (DTS) and
RTU/FRTU Models

It is also envisaged that Utilities will create internal capacities for smoother
takeover and implementation of the project
