SECTION -1:- INTRODUCTION

1.1 General
National Highways and Infrastructure Development Corporation Limited (NHIDCL) has
“Construction of Chhiahtlang & Serchhip Bypass (Pkg-1) on Aizawl - Tuipang Section of NH-54
in the State of Mizoram (Packages-1) on EPC mode with JICA loan assistance” National
Highways and Infrastructure Development Corporation Limited (NHIDCL), as per policy/
Guidelines intends to carryout Pavement Condition and roughness at/ after Construction stage
through empaneled Consultants. As per the requirements of NHIDCL, the consultant has
carried out the road inventory/condition survey by using Network Survey Vehicle (NSV).

1.2 Working principle & application


The Network Survey Vehicle is based on the latest survey techniques utilizing Laser, Global
Positioning System and Video image processing tools etc. The Survey Vehicle is used for
automatic collection of Road Inventory and Pavement Condition related data required for
Road Asset Management, Pavement Maintenance Management System and Road Safety Audit
Related Studies. The system is capable of collecting/capturing the following information at
Highway Speeds:
❖ Laser Crack Measurement System (LCMS) for Pavement Surface Distresses (cracking,
patching, potholes, ravelling, disintegration and depression, rutting, micro texture, etc.)
❖ Pavement Texture in terms of Mean Profile Depth
❖ Road Geometry Data (cross slope, gradient, curvature)
❖ GPS coordinates (X, Y, Z) viz. longitude, latitude & altitude
❖ Video imaging for Roadside furniture / Road Assets
❖ Video imaging for Pavement Surface Distresses (cracking, patching, potholes, ravelling,
etc.)

1.3 Principle of NSV


The following are the principles based on which the NSV vehicle and the data collections are
performed: -
❖ The survey speed shall be within 20 to 110 km/h.
❖ The pavement surface shall not be wet for data collection using Laser sensors.
❖ The survey shall be conducted under good daylight conditions for video data.
❖ The survey system incorporates the use of Laser technique for data collection and so a
trained operator on “Laser Safety” is mandatory.
❖ The survey vehicle shall only be driven by a “Trained Driver” for safety reasons.
❖ The system shall not be used for extremely bad road conditions.

1.4 Objective of NSV


Surveying of the stretches of the National Highways before start of the work, before issue of
provisional/final completion certificate and at every 6 months after completion of work
through NSV to develop quality road infrastructure in accordance with Ministry's Circular No.

The minimum parameter which has to be recorded using survey with NSV in each lane, not
limited to the following:

I. Inventory of Road:
GPS coordinates Pavement Type, Pavement Width, Terrain, Land use, Shoulder type and
width, Drain Type and Width, Median Type and Width, Wayside Amenities, Crash
barrier, signage’s etc.
(Note-All inventory items shall be recorded both side of road and Geo-tagged with
images)
II. Condition of Road:
Roughness, Rutting, Macro-Texture, Distresses (Cracking, Potholes, Bleeding, Surface
failure etc.);
(Note –All inventory items shall be recorded for each lane and Geo-tagged)

1.5 Scope of Service


The minimum parameter which has to be recorded using survey with NSV in each lane, not
limitedto the following:
I. Inventory of Road:
GPS coordinates Pavement Type, Pavement Width, Terrain, Land use, Shoulder type and
width, Drain Type and Width, Median Type and Width, Wayside Amenities, Crash
barrier, Signage etc.
(Note-All inventory items shall be recorded both side of road and Geo-tagged with
images)
II. Condition of Road:
Roughness, Rutting, Distresses (Cracking, Potholes, Bleeding, Surface failure etc.); (Note
–All inventory items shall be recorded for each lane and Geo-tagged)
III. Commencement of Meting:
Commencement meeting of NSV Survey expert and client was organized to understand
the context of surveying on project stretch and to understand site conditions.
IV. Deliverables:
The Final Survey Report shall consist of five hard copies and soft copies of the report.
Before construction, the minimum parameter which has to be recorded using survey
with NSV in each lane.

2.1 Data Collection and Methodology

2.2 Technical Criteria Met by Network Survey Vehicle (NSV)


❖ The following criteria has been met by the process of defects detection.
❖ Measurement of 3D road profile using such technologies as laser scanning or other
proven technologies.
❖ Ability to operate (collect data) at different speeds with a minimum speed of 40 km/hr
and up to at least 80 km/hr.
❖ Profile depth accuracy of 0.5mm.
❖ Capability for lane tracking to control driver wander and ensure high repeatability of
data between surveys.
❖ Measure at least 3.5m width of highway lane. Transverse Profile including rut depth
measurement of pavement surface widths of both carriageway and shoulders. The rut
depth data is convertible to different Straightedge lengths (1.8m to 3.5m) and meets
industry standards (ASTM E1703 / E1703M).
❖ Pavement images with capability to automatically identify and rate distresses
❖ Roughness measurement with outputs of both raw longitudinal profiles and
International Roughness Index (IRI) calculation shall be reported at least 100m
referenced to the preceding Location Reference Post (LRP). The roughness data meets
ASTM-E950 (equivalent to Class I road profiler). The IRI is determined in both wheel
paths.

❖ Ability to record images at user-defined intervals (e.g. every 5m in this survey)


❖ Minimum images resolution of 2500x2000
❖ Outputs must include Standard JPEG image or similar industry standard
❖ Distance resolution of <1mm.
❖ Capable of achieving distance accuracy of 0.1% (i.e. within 1m over 1km distance
achieved by HRDMI (High Resolution Distance Measurement Instrument) module in our
NSV).

❖ All data outputs are in a non-proprietary format (e.g. .MDB, Excel) and not require
specialist software in order to view or format data.
❖ Data is also capable of being easily formatted into data compatible with HDM-4.

2.3 Different Modules of Network Survey Vehicle (NSV)

I. Automatic evaluation of pavement condition and side area evaluation


ViaPPS is based on a high-resolution 3D point cloud of the road surface and the
surroundings. A 360 degrees Laser scanner and an advanced positioning platform are
used to generate a high-resolution 3D point cloud (1 million points per sec). The point
cloud is used for automatic analysis aimed at evaluation of the conditions for the
pavement and side area. The system is operating in normal traffic speed.

II. Features for 360-degree laser scanner

✓ Sampling rate: 200 profiles /sec


✓ Measurement speed: 10-100km / h
✓ Measuring range: minimum 100m
✓ Horizontal resolution: 1100 points / profiles – 4m
✓ 360 degrees resolution: 5000 points/profile
✓ Accuracy of reading (vertical rangefinder): 0.5mm based on the distance 2-5
meter.
✓ The ability to measure in day or night time
✓ Laser class 1 (Eye safe)
✓ High performance position and orientation system
✓ The laser beam is phase based

The measurement is carried out at a vehicle speed of 5 - 100 km/h, which (at a

frequency of 200 Hz) allows capturing profiles with 0.007-0.14 m intervals. The survey
may be carried out in air temperatures 0 - 40°C. The surface has to be completely dry in
order to guarantee the highest possible accuracy.

III. Features for the single point laser measurement system


To achieve the MPD (Mean Profile Depth) and IRI (International Roughness Index) the
following features are made available.

✓ The laser is mounted in the front of the vehicle- left or right wheel path
✓ The laser is measured in the wheel path
✓ Sampling rate: More than 32 kHz
✓ Measurement resolution 0.045 mm or better
✓ Operating temperature 0° to 40° C
✓ The ability to measure in day or night time

2.4 Registration system of the road corridor

I. Image Camera
The system is equipped with 1 front camera to record images of the road corridor;
taking an image every 10 m. The registration of color images provides a resolution of at
least 2500x2000 pixels. The quality of the allows identification of all normally visible
elements of the road lane.

II. Time Synchronization System


The vehicle is equipped with a time synchronization system on all devices used for
measurements. All data events from all sensors is time-synchronized with the accuracy
of 0.001s.

III. Distance Measuring System


The vehicle is equipped with a distance measuring system based on incremental sensor
installed on the wheel of the vehicle. Sensor resolution is 900 pulses per wheel rotation.
The system performs a precise master calibration. The calibration procedure is carried
out in the field without the need of using special tools. Distance measurement is
synchronized with the data from the GPS and road network reference system.

IV. Software For Recording Images


The control of the system for recording images is possible from the monitor available in
the vehicle. The role of the operator is limited only to handle START / STOP buttons
without the need for additional configuration during recording sessions. The user
interface presents information about the statuses of the individual subsystems. In case
of an error, proper information is displayed.

V. Image Processing Software


Tools for the production of the combined material provide the user with problem free
and fully repeatable process of processing of the source material in relation to the
location of images on the road network. The user is able to determine the beginning

and end of the measurement road section. The image viewer is a component of the
delivered system. GPS coordinates included in meta data of JPG files.
2.5 Data analysis (automatic detection)
Software for data analysis of data enables automatic detection of the following parameters of
the pavement:

❖ Longitudinal and transversal profile


❖ Rut depth, rut area and rut area volume
❖ Cross fall & curve radius vs. Requirement
❖ Curve radius
❖ Local longitudinal deflection and bumps
❖ IRI
❖ MPD
❖ Width of the lane (input to calculations also)
❖ Crack parameters (Crack level, Crack area level, position)
❖ Vertical height to bridges/crossings or in tunnels
❖ Cross fall influenced by rutting
❖ Relative differences in texture (Homogeneity) of the width of the lane, see picture

The format of the generated reports is csv text files.

2.6 Software
Text elements seen on the monitor screens and printouts are in English (or native language).

Desktop Application:
The main purpose of the desktop application is to generate text reports in csv format and to
perform analysis of the road surface. Both the point cloud in 3D and transversal profile at a
given position is displayed.

2.7 Image Viewer


This component is the post session viewer of images captured from overview cameras and
point cloud. The viewer has following features:
❖ No license limitations
❖ Display a list of road sections available in the database
❖ Presentation of images with laser scanner association
❖ Display information about local mileage of the road section and global mileage of the
road.
❖ Possibility of making measurements in images.
❖ Possibility to read out geographical coordinates in any selected coordinate system
❖ The example of viewer screen

2.8 The navigation system and GPS

I. The positioning and navigation system (POS)


The positioning and navigation system is a compact, fully integrated, turnkey position
and orientation system, utilizing integrated inertial technology to generate stable,
reliable and repeatable positioning solutions for land-based vehicle applications.
Designed to operate under the most difficult GPS conditions found in urban and
suburban environments, POS enables accurate positioning for road geometry,
pavement inspection, GIS database and asset management, road surveying, and vehicle
dynamics.

The POS System Components:


✓ IMU: Inertial Measurement Unit generates a true representation of vehicle
motion in all three axes, producing continuous, accurate position and orientation
information.
✓ PCS: POS Computer System enables raw GPS data from as few as one satellite to
be processed directly into the system, to compute accurate positional
information in areas of intermittent, or no GPS reception.
✓ DMI: Distance Measurement Indicator computes wheel rotation information to
aid vehicle positioning.
✓ GPS Receivers: Embedded GPS receivers provide heading aiding to supplement
the inertial data.
✓ GPS Antennas: Two GPS antennas generate raw observables data.

II. GPS System


The vehicle is equipped with GPS positioning system 200Hz to record the geographical
coordinates of the vehicle with an accuracy of <0.35 m with available GPS signal in real
time. After possible post processing the accuracy is <0.03 m.
Basic features:
Coordinate measurement 200 HZ - Accuracy of measurement: less than 0.35m - The
receipt of correction signals EGNOS, WAAS and OMNISTAR - 2 x RS232 output for
communication with a PC (NMEA output) - Input and output RTCM.
The system has possibility for post processing to gain better accuracy.

2.9 Laser Profilometer Module of Network Survey Vehicle

I. Roughness Data
Roughness parameters which are presented in data-lake format of the corresponding
project for two lanes (L1&R1) of Main Carriageway using VIAPPS raw data Processing
software namely VIAPPS DESKTOP as:

✓ Left Wheel Path IRI in m/km for each lane


✓ Right Wheel Path IRI in m/km for each lane
✓ Lane IRI (Average of both wheels IRI) in m/km for each lane
✓ Roughness Index in mm/km for each lane
✓ Condition of Road as per IRC:SP:16-2019
Integrated into the NSV is a Laser Profilometer consisting of 2 lasers. This inertial
profiler is capable of measuring Surface Pavement Roughness (one laser in each wheel
path)
The outputs of the lasers and accelerometers located in each wheel path (750 mm
either side of the centerline of the vehicle) are sampled every 25 mm of longitudinal
travel and are used to calculate the longitudinal profile of the road.
The profile is then passed through the Quarter Car model to calculate the International
Roughness Index (IRI) lane roughness as per the standard methodology.
Post survey, any spikes in the roughness outputs will be excluded that may arise from
rumble strips, speed breakers, expansion joints, cattle grids, railway crossings, bridge
abutments etc. Automated checks in the data processing software are already
incorporated to exclude any contribution to roughness from data collected below the
minimum survey speed which is typically set at 5-30 kmph (user definable).

II. Ravelling Data


Ravelling is defined as the “wearing away of the pavement surface caused by dislodging
of aggregates particles and loss of asphalt binder. Ravelling ranges from loss of fines to
loss of some coarse aggregate and ultimately to a very rough and pitted surface with
obvious loss of aggregate” (source: Distress Identification Guide, US Dept. of
Transportation and Federal Highway Administration).

III. Pothole Data


To be detected as a pothole it must have a minimum diameter of 150 mm (this is
adjustable). This is the default value set according to the “Distress Identification Manual
for the Long-Term Pavement Performance Program” published by FHWA (Federal
Highway Administration) in 2003.

IV. Rutting Data


Rutting refers to the coverage of ruts over a pavement, and is a pavement condition
parameter that characterizes the transverse profile of a road surface.
A rut is defined as a longitudinal depression that forms in a wheel path of a road.
Rutting may occur in one or both wheel paths of a lane.
Rut depth is the maximum vertical pavement displacement in the transverse profile,
either across a wheel path (wheel path rut depth), or across a lane width (lane rut
depth), measured from a reference datum taken at 90 degrees to the road edge.

Both traffic loading and environmental influences can cause or contribute to rutting.
Traffic loading causes rutting when the passage of loaded wheels, particularly heavy
trucks, results in a longitudinal depression in a road surface along a wheel path, due to
deformation or abrasion or a combination of both. When moisture causes deformation
of a road pavement, subgrade or shoulder (e.g. heaving of the road shoulder or
pavement edge), this can result in a longitudinal depression that is reported as rutting.

SECTION-4: ROAD ROUGHNESS DATA


4.1 Roughness Measurements
The International Roughness Index (IRI) is the roughness index most commonly obtained from measured longitudinal road profiles. It is calculated using a
quarter-car vehicle math model, whose response is accumulated to yield a roughness index with units of slope (m/km). Since its introduction in 1986,
International Roughness Index has become the road roughness indexmost commonly used worldwide for evaluating and managing road systems.

The measurement of IRI is required for data provided to the United States Federal Highway Administration, and is covered in several standards from ASTM
International: ASTM E1926 - 08,ASTM E1364 - 95(2005), and IRC:SP:16:2019 IRI is also used to evaluate new pavement construction, to determine penalties or
bonus payments based on smoothness.

4.2 Importance of Road Roughness


The Roughness data collected using ARSS Laser Profilometer has been collected and analyzed in terms of International Roughness Index (IRI) and Bump
Integrator separately for each lane,for both direction of travel.
International Roughness Index (RI), corresponding to each IRI value, using the standard conversion equation which is given below, as per IRC: SP16-2019) has
also beencalculated.
RI= 630*(IRI) ^1.12
In accordance with the recent amendment in Roughness parameters for Flexible Pavement (29th March, 2023), the values of International Roughness Index
(m/km) and the corresponding Roughness Index (mm/km) for each lane i.e., given in below Tables.

SECTION-5:- PAVEMENT CONDITION DATA

5.1 Measurements
The pavement distress (Cracking, Raveling, Potholes, Shoving, Patching, Settlement and depression, etc.) are most commonly obtained from measured
longitudinal road profiles for evaluating and managing road systems.
The measurement of pavement distress (Cracking, Raveling, Potholes, Shoving, Patching, Settlement and depression, etc.) is covered in IRC: 82-2015 to evaluate
new pavement construction, to determine penalties or bonus payments based on pavementcondition.

The diagram to the right shows the cross profile (red curve), the reflection of the road surface (blued curve) and various markings. The cross profile in red
displayed is the first profile shown in the 3D diagram on the left. The diagram on the left only shows the driven location where the operating vehicle has
driven.
The road network information is shown on the upper side of the chart. The top left has a control for movements back and forth on the road network. The
window at the bottom shows some key values for the current stretch of road.

5.2 Rutting
Rutting is longitudinal depression or groove in the pavement along the wheel path. Rutting is categorized into three types and defined by the cause and layers
in which rutting occurs, and it can be characterized by two components of the original (initial) pavement profile change, which are direct consequences of
permanent deformation such as uplift and downward deformation. Rutting generally appears along the wheel path.

5.3 Visual Condition

The software analyzes the point cloud that represents the road surface and draws a gray scale image. The gray tone varies with the irregularities on the road
surface. Points that rise above the road surface and are assumed to be a defect are drawn with magenta color. Similarly, blue dots are lower than the road
surface. Red line represents a longitudinal crack. Yellow dots are severe cracks and potholes. For one set of points to be classified as a crack is given by a
number of criteria. Among other things, distance between the points, number of points and deviations in relation to road surface.
