RR Prerequisite: Reliability Performance Monitoring
This prerequisite applies to:
• Utilities

INTENT
To ensure data acquisition, monitoring and reporting of power interruptions

REQUIREMENTS
Infrastructure and / or formal processes to continuously monitor and record interruptions for the
complete project distribution network at high, medium and low voltage levels.

For Utilities
Utility projects without existing capability to monitor interruptions at low voltage level, shall commit to a
plan to establish necessary infrastructure to enable monitoring and recording of interruptions at low
voltage level distribution network, within 3 years and incorporate this as part of your energy
infrastructure improvement plan.

For Campuses
The infrastructure and / or process should address at minimum, interruptions at building-level for all the
buildings and loads that are centrally operated by the project. In addition, commit to a plan to establish
automated infrastructure for interruption monitoring within 3 years.

For Transit
The infrastructure and / or process should address at minimum, interruptions at traction and non-traction
loads operated by the project. In addition, commit to a plan to establish automated infrastructure for
interruption monitoring within 3 years.
For all projects –
Additionally, meet the following requirements –
• Use the standard database structure specified in the Reference Guide to document
interruption data for all the applicable system voltage levels, for a minimum period of
three months or as applicable.

This credit applies to

INTENT
To provide operators and customers with greater transparency on interruption duration & frequency,
enabling action to improve project reliability.

REQUIREMENTS
Utilities, Campuses, Transit
Calculate SAIDI and SAIFI based on interruption data recorded by the project, using methods specified in
IEEE 1366.
Projects are required to report reliability indices for three most recent years. Unless interruption data is
unavailable due to a valid justification, data for 1 most recent year at minimum is acceptable.
At minimum projects should have manual process at low voltage level to monitor & report SAIDI, SAIFI
interruption data to be eligible for scoring.
An average of annual reliability index values should be calculated for scoring. PEER points for reliability
performance are awarded for achieving a value lower than or equal to thresholds specified in Table 1.1-
(a) & (b) respectively.

For Utilities
Calculate reliability indices with and without including Major Event Days (MEDs) as specified in the
methodology described in IEEE 1366. For the purpose of evaluation under PEER, use reliability indices
without MEDs. In addition, commit to annual disclosure of reliability indices including MEDs through
regulatory filings and annual performance reports.

For Campuses
For each year, calculate reliability indices with Major Event Days (MEDs) as specified in the methodology
described in IEEE 1366.

For Transit
Use methodology described in IEEE 1366 to calculate reliability indices with number of trips scheduled
and affected due to power interruption. For each year, calculate reliability indices including Major Event
Days (MEDs) as specified in the methodology.

RR Credit: Momentary Interruption Tracking


This credit applies to:

INTENT
To support effective grid management and identification of additional opportunities for reliability
improvement by tracking momentary interruptions.

REQUIREMENTS

OPTION 1. Report Momentary Interruptions


Calculate the project’s annual Momentary Average Interruption Frequency Index (MAIFI) as specified in
IEEE 1366.
OR

OPTION 2. Establish Monitoring Capability for momentary interruptions


Demonstrate that project has in place, infrastructure to monitor operations of all interrupting devices
used in project’s distribution network. Provide relevant operational data for 3 months at minimum to
meet this requirement.

RR Credit: Damage and Exposure Prevention


This credit applies to:
• Utilities (1-6 points)
• Campuses (1-6 points)
• Transit (1-6 points)

INTENT
To improve project reliability and power quality by protecting infrastructure from common external
threats that may cause equipment damage, malfunctioning or service interruption.

REQUIREMENTS

OPTION 1. External damage prevention (1 point)


Identify and implement minimum 4 of 5 listed preventive measures to avoid infrastructure damage and /

or service interruption from following external risks –
• Tree contact
• Animal / Bird contact
• Vehicle traffic / Human interference
• Fire / Hazardous area
• Weather

AND/OR

OPTION 2. Power System Hardening (1-3 points)


Have in place following design considerations and/or infrastructure to harden power systems against
flood, storm and other extreme events.
• Flood plain avoidance: For 1 point, Implement below strategies to prevent damage to
the electrical equipment’s that includes electrical assets (substations, Diesel gensets,
transformers, OH cables etc.), including ancillary equipment such as pumps and compressors
based on a 100-year flood mark or flood map. Provide fuel storage with flooding protection
that meets or exceeds requirements dictated by the authority having jurisdiction (AHJ).
o Option 1: At minimum build a permanent storm water drainage system around the
critical power assets to protect from inundation.
(Or)
o Option 2: Commission a standalone pump to pump water from low-lying area around
the electrical systems. The pump should be operable in absence of power supply.
(Or)
o Option 3: Permanently relocate or increase the height of critical power assets in the
flood prone area as mentioned in (American Society of Civil Engineers) ASCE 24, Chapter
7 or equivalent
• Storm protection: To achieve 1 point, the Outdoor equipment’s must be able to
withstand 3 second wind gusts up to 140 mph or equivalent.
• Seism ic protection: To achieve 1 point, have in place a seismic restraint certified
equipment for critical electrical system and/or install a seismic restraint structural support for
critical electrical system based on the seismic zone.

AND/OR

OPTION 3. Undergrounding (1-2 points)


Bury electric cables underground, or protect them in conduits or underground tunnels. For Campuses,
electric cables distributing power within a building should be protected inside conduits or cable trays.
Points are awarded based on percentage of distribution network protected, greater than or equal to
thresholds specified in Table 2.

RR Credit: Distribution Redundancy and Auto Restoration


This credit applies to:
• Utilities (1-2 points)
• Campuses (1-2 points)
• Transit (1-2 points)

INTENT
To improve reliability and resiliency by ensuring grid power can be supplied via multiple distribution
pathways.

REQUIREMENTS

Utilities, Campuses, Transit


Demonstrate the ability to sustain customer power with the use of redundant distribution and automated
power restoration in the event of an interruption within the project.
Calculate the percent protected using the following formula:

• %DRe – percentage of circuits that have distribution redundancy or the percentage of customers
connected to circuits with distribution redundancy

• %AR – percentage of circuits that have automated restoration or the percentage of customers
connected to circuits with automated restoration
• ANAS – average number of automatically restored switches per circuit i.e., the number of
switches on circuits with automated restoration divided by the number of circuits with

This credit applies to:

INTENT
To improve reliability and resiliency by providing an alternative source of electricity supply and transfer
controls in case primary source of power experiences an interruption.

REQUIREMENTS

OPTION 1. Alternate Supply Provision (2 points)


Have in place provisions for alternate source of power supply from 40 to 80% of project load in case of
failure of the primary power supply. Projects may choose one or more of the following eligible
alternatives –
• Alternate (or secondary) feeder from bulk grid
• Generation outside the project boundary (at neighborhood)
• Project owned or operated backup power systems
Calculate the fraction of project load including all the critical loads that is protected by backup power
supply options. Points are awarded as shown in Table 4.1, based on the fraction of load protected by the
project with backup power systems.

OPTION 2. Transfer Controls (1-3 points)
Demonstrate advance capabilities to transfer control from grid-connected mode to complete or partial
islanding mode and back again. Points are awarded based on the transfer capabilities incorporated by the
project as shown in Table 4.2.

RR Credit: Power Surety and Resiliency


This credit applies to:

INTENT
To improve reliability by providing power surety to critical loads in emergency situations and to support
community recovery after catastrophic events and extended bulk power grid outages by ensuring power
resiliency to essential services

REQUIREMENTS

Utilities
Identify projects’ critical facilities/consumers and feeders that require power supply during wide-spread
outage. (1 point)
Achieve following set of sequential steps. Points corresponding to a particular step may be awarded if and
only if all the preceding steps are achieved.
• Step 1: Identification of interruption in the critical facilities / loads / feeders through advanced
meters or outage management system (OMS) integrated through GIS & SCADA. (1 point)
• Step 2: Facility to provide priority restoration for identified critical loads incase of a blackouts /
brownouts. (1 point)
• Step 3: Backup power provided by utility for critical & essential – loads / facilities (1 point), for
additional 1 point if provided through renewable energy systems such as solar or wind energy
technologies etc.

Campuses & Transit

Identify projects’ critical loads and essential services that require backup power during wide-spread
outages or disasters. Determine minimum daily runtime requirements for all the critical loads and also

determine minimum daily runtime requirement for essential services. (1 point)
Achieve following set of sequential steps. Points corresponding to a particular step may be awarded if and
only if all the preceding steps are achieved.
• Step 1: Equip all the project loads with short-term backup power options to enable safe
shutdown of the load, process or other facilities. (1 point)
• Step 2: Demonstrate that the project can supply power to all critical loads at least for a duration
greater than the minimum daily runtime determined by the project. (1 point)
• Step 3: Demonstrate that the project is supplied with long-term local power source to support
essential services within the project boundary and / or in the project neighborhood to meet the
minimum daily runtime for a period of 1 week or greater. (1 point)
• Step 4: Have a power generation scheme (Ex. Solar/Wind) that does not depend on external fuel
(Ex. Gas/Diesel) requirements at least to meet the essential services that are listed in the
reference guide. (1 point)
Projects should have in place permanent fuel storage facility located within the project boundary to
support claimed capabilities of backup power systems or local generation.

RR Credit: Power Quality Capabilities


This credit applies to:
• Utilities (1-5 points)
• Campuses (1-5 points)
• Transit (1-5 points)

INTENT
To assess & mitigate impacts of poor power quality events through detection, prevention and corrective
actions.

REQUIREMENTS

OPTION 1. Power Quality Assessment (1 point)


Perform an assessment of the existing level of power quality associated with project’s power system.
Demonstrate compliance with standard Power Quality Audit Process defined in the reference guide. The
Power Quality Audit should satisfy following objectives at minimum –
• Assessment of present level of power quality within the project boundary
• Identification of locations for permanent power quality monitoring
• Identifying and troubleshooting existing issues caused by poor power quality
• Verification of performance of implemented corrective measures

OPTION 2. Continuous Power Quality Monitoring (1-2 points)


Establish permanently installed and integrated infrastructure to continuously monitor and record power
quality at different network locations.
The meters or associated infrastructure should be capable of measuring electric parameters that allow
monitoring and detection of minimum 3 power quality events that are applicable for the project –
• Voltage sag and swell
• Voltage unbalance
• Voltage harmonics
• Current harmonics
• Under-voltage and Over-voltage
Alternatively, independent event loggers can be used to detect and record occurrence of power quality
events mentioned above. In addition to the events mentioned above, infrastructure should also enable
continuous monitoring and recording of true power factor.

For Campus & Transit


1 point is awarded for permanently installed power quality monitoring equipment at the point of
common coupling. Additionally, 1 point is awarded for implementing permanent power quality
monitoring capabilities at network locations identified during the Power Quality Audit.

For Utilities
Projects are required to implement permanent power quality monitoring at substation level. A Power
Quality Monitoring Score is calculated as shown below –

• SPQ: Number of substations with permanent power quality monitoring capability
• St: total number of substations within the project boundary
• EM: average number of event types monitored (Maximum 8)

For 1 point, have in place infrastructure for improving power factor at all points of common coupling.
Additionally, demonstrate that project has established necessary infrastructure to limit power quality
issues within the project’s distribution network based on the power quality audit.
For 1 additional point, demonstrate that project has automated infrastructure and controls to maintain
unity power factor and zero harmonic injection at all points of common coupling.

INTENT
To encourage development & adoption of renewable energy technologies at a large scale to enhance
reduction of GHG emissions.

REQUIREMENTS

Purchase green power, renewable energy certificates (RECs) and / or carbon offsets to mitigate
environmental impacts of project energy consumption.
Engage in a contract for qualified resources that have come online since January 1, 2005, for a minimum
of five years, to be delivered at least annually.
Green power and RECs must be Green-e Energy certified or the equivalent. Carbon offsets may be used
to mitigate emissions on a metric ton of carbon dioxide–equivalent basis and must be Green-e Climate
certified or the equivalent. Carbon offsets must be purchased from recognized greenhouse gas emission
reduction projects within the country where the project is located.
Note – Renewable Energy PPAs (power purchase agreements) are also acceptable for calculations. PPAs
should be signed within last 1 year from the date of registration for PEER certification. The contribution
of purchased green power shall be considered valid only if the project starts receiving green power
within 1 year from the project registration date for PEER certification. The calculation for contribution of
green power shall be valid till end date of the signed PPA.
Determine the percentage of energy consumption addressed by green power, RECs and / or carbon

Perform an assessment to quantify benefits accrued by improving project’s performance and identify
financially viable investment opportunities. Align the assessment with following guidelines at the
minimum –

• Identify systems that have contributed towards improving performance as defined under PEER or
as determined by the project owner or operator. Consider minimum number of 3 systems from
the following –
o On-site Generation & Storage Systems
o Fault Location, Isolation and Service Restoration Systems
o Power Quality Improvement Systems
o Monitoring and Control Systems
o Asset Maintenance Systems
o Energy Metering Systems
o Demand Side Management Systems
• Identify all the relevant capabilities enabled by each system. Further, define expected or
measured performance of the project under following scenarios:
o Baseline: Predicted performance of the project in absence of the systems
o Current: Current performance of the project with present utilization of capabilities
o Upper Limit: Future performance of the project with utilization of all unused and
associated capabilities
• For all the scenarios, project performance must be modelled with the implemented systems as a
function of project and system characteristics, operational parameters and external factors.

• Determine incremental value achieved by the project in Current scenario as compared to the
Baseline scenario.

Conduct a comprehensive risk assessment for critical assets within the project boundary using Risk Matrix
approach and guidelines defined in the reference guide.
Develop a risk matrix with following dimensions, each qualitatively segmented into 5 classes at minimum

• probability or frequency of occurrence of the risk event
• severity of the impact of the risk event

At minimum, consider following subsystems in the risk assessment process –


• Main substations / switchyards
• Distribution substations / switchyards
• Distribution transformers
• Overhead distribution lines
• Underground power cables
• Local generation
• Energy storage systems
• Communication and control infrastructure

Risk assessment for a subsystem should also consider individual assets that form part of the subsystem.

• Equip the project grid with at least two forms of pre-arranged backup communications for
internal use and external communication.
• Backup power for the project’s command and control to be used during emergencies.
• Needs assessment to determine the capacity of backup power and stored energy or fuel required
for each critical load and essential service
• Load priority list describing the order and priority in which power to loads or circuits should be
restored after a power interruption
• Operating procedures, including instructions to start generators and placement of power
switches for restoring power during a grid interruption and power restoration
• Plans and/or procedures for conducting emergency drills and training for the personnel
responsible to restore power during a power interruption and personnel responsible for
operating the project’s command and control centers during power interruptions

• Have in place procedures for identifying and tracking injuries and deaths for project staff and
public. Document cause of the incident and identify solutions to prevent its recurrence.
• Have in place processes and procedure controls for performing and maintaining a formal safety
risk analysis record (like Failure Mode & Effect Analysis, Hazardous Identification & Risk Analysis)
annually and when significant changes are made to the system. Also, comply with safety code
requirements for any design or operational changes as described by the Authority Having
Jurisdiction (AHJ) or National Electrical Safety Code (NESC), C2-2012.
• Establish a policy to hold safety review meetings for significant design or operational changes and
new product roll-outs.
• Address incorporation of safety review results into design standards and/or operating documents
(procedures, manuals, diagrams, etc.) for safely installing and operating local generation and

demand and to respond to dynamic prices

switch the project from grid connect to island mode.
o Planned island mode in the event of an increase in threats to the power grid, the controller
has the ability to either start generators and switch to island mode or prepare to start the
generators so that the generators can be started quickly and enter island mode if the bulk
power grid is interrupted.

INTENT
To provide an incentive for the achievement of credits that address geographically specific environmental
priorities.

To provide an incentive for the achievement of credits that address geographically specific energy
security, safety, social equity, and public health priorities.

REQUIREMENTS
Earn maximum of 4 out of 6 Regional Priority Credits. One point is awarded for each Regional Priority
credit achieved by meeting the minimum threshold required. No more than 4 credits identified as
Regional Priority credits may be earned.

Note – Projects that achieves a point under Innovation credit may not be eligible for a point under
regional priority for the same credit. Ex. Damage & Exposure Prevention is a regional priority credit for
USA & also an innovation credit, here project can attempt only one option and achieve 1 additional point.

Achieve significant, measurable energy & environmental performance using a strategy not addressed in
the PEER rating system.
Identify the following:
• the intent of the proposed innovation credit;
• proposed requirements for compliance
• proposed submittals to demonstrate compliance; and
• the design approach or strategies used to meet the requirements.

Option 2. Additional Strategies
Exemplary Performance (1–3 points)
Achieve exemplary performance in PEER v2 credits that allows exemplary performance, as specified in the
PEER rating system, v2 edition. An exemplary performance point is typically earned for achieving double
the credit requirements or the next incremental percentage threshold. Each credit that has set the
threshold for exemplary performance can achieve 1 point each, and a maximum of 3 such credits can be
attempted and 3 points can be achieved in total.

OPTION 1: Minimum one member of the project team or consultant involved in the project must have
participated in PEER workshop provided by GBCI.
AND/OR
OPTION 2: Minimum one member of the project team or consultant involved in the project must have
completed a certification program or course work on the smart grid technology certified by an
international organization.
