Major critical works on highway

1. Median activities
 Median plantation maintenance - De-weeding and cleaning, Trimming, Basic-
hoeing
 Kerb / Crash barrier - repairs, painting
 Signage & MBCB - repairs or replacement
2. Carriageway activities
 Cleaning – manual Watering the plants in the median
 MBCB - repairs or replacement
 Repairs – pot holes, crack sealing etc. (not frequent)
 Pedestrian guard rail - repairs or replacement (not frequent)
 Lane marking, Studs fixing, Shoulder rectification (not frequent)
 Crash barrier – repairs or painting (not frequent)

9. Route Patrol Operations & Incident Management


Access, barricading of the accident/ incident zone,
speed restrictions on the highway
After clearing the accident related vehicles, material
etc., demobilization details
Never park patrolling vehicle on main carriage way for
any reason except an emergency **If there is any
emergency stopping on MCW, the occupants should be
evacuated from the patrolling vehicle within 30
seconds*

Road accidents- causes:

The primary causes for the road accidents on the highways are
attributable to the following:

Road Users:
High speed of travel
Drunken driving
Failure to follow lane discipline and absence of road & traffic
sense
Wrong side driving
Wrong parking on the carriageway
Lack of alertness on the part of drivers (being stressed, sleepy,
tired etc.)

Highway Infrastructure :
Inadequate warning to make the above road users alert and
slow down
Lack of lighting during nights
Inadequate signage and work place safety accessories
Accidents – Mitigation Measures

Apart from the ongoing road safety programs & campaigns


involving the road users, engagement with the communities living
adjacent to the project highway in road safety education and
current road safety practices, the following are being explored for
commissioning:

•Using existing infrastructure to inform the road users about the


ongoing maintenance or repair works or accident ahead
information
Toll Plaza announcements – Public address system to be design
for the toll plaza
Messaging on the VMS
inform of any of the maintenance activities or accidents on
the highway stretch
•Meaningful engagement with the district administration and
NHAI in having them mobilize resources to the highway for
controlling vehicular speeds and drunken driving
•Detailed Action Plan for key critical works
Action Plan:
1. Median Activities – Operational Control Procedure

Highway maintenance and repair works carried out in the median /


fringe zones of the median have very high degree of risk for the
manpower as well as machinery used. The purpose of OCP is to
establish procedural controls to ensure that no damage to life and
property occurs while carrying out the said activities.
Activities of maintenance/ repair, which are carried in/around the
Median are as follows:
a) Median plantation maintenance
De-weeding and cleaning, Trimming, Basin-hoeing
Watering the plants
b) Kerb/Crash Barrier/Chute Drains
Repairs including foundation of vertical post of metal beam crash
barrier
Repairs of Concrete Kerb
Painting of Concrete Kerb
c) Metal Beam Crash Barrier - Repair/Replacement
d) Pedestrian Guard Rail - Repair/Replacement
Action Plan:
1. Teams are provided with following PPEs and working aids:

•High Visibility Jacket


•Safety Shoes
•Rubber Hand Gloves
•Drinking Water bottles
•First Aid Kit
Prior to the commencement of works, the following process to be followed:
Work Zone Marking shall be as per the drawing.
Trailer mounted multi information sign board placed at a distance of 50m
away from the work area
“Go slow” sign board at a distance of 100 m distance
“Men at Work” Board at distance of 100m from “Go Slow” Sign Board
Cones/Barricades to be placed in the transition and work zone length of
the highway
Tool Box Talks for all the workmen highlighting the importance of
compliance of safety rules
Check List sign off by the Safety In charge
Flagman / Supervisor clearance for commencing the works and placing
of Dummy Robot.
zig- Zag arrangement provided 500m ahead of the work zone with 3Nos
of barricades
