background is used for informative sign. Green background is usually
used for route markers and destination sign.

gadgets except signs set into the surface or applied upon or attached to the
pavement or curving or to the objects within or adjacent to roadway,
officially placed for the purpose of regulating, warning or guiding traffic.
TRAFFIC CONTROL DEVICES AND AIDS
 Median Barriers, usually movable concrete or hard plastics with /
without water inside installed on divided highways with narrow medians
to prevent head-on collision of vehicles and to restrict, the pedestrians
from crossing at any section of the road.

Republic Act 4136 and other traffic related traffic Laws
OVERVIEW
 to learn and familiarize the important provision of Republic Act 4136
It is important to note that driving a motor vehicle is NOT a matter of
right but rather a privilege ONLY. As such, the law requires any individual
who wishes to operate a motor vehicle to obtain a Driver’s License.
License, a special privilege, specially granted, and if the party holding
the same relies upon it as a defense, the burden is upon him to show that

TYPES OF LICENSES

beyond ninety (90) days of their sojourn in the Philippine (section 21 of

MILITARY DRIVER’S LICENSE
PROFESSIONAL DRIVER’S LICENSE
issued to a driver hired or paid for driving or operating a motor vehicle
whether private use or for hire to the public. Any person driving his own
motor vehicle for hire is a professional driver. ( section 3 par e, of RA
4136 )
NON- PROFESSIONAL DRIVER’S LICENSE
issued to owners of privately-owned motor vehicles or those not for
hire or paid for driving.
STUDENT DRIVER’S PERMIT
issued to a person who desire to learn how to drive.
CONDUCTOR’S LICENSE
conductors of public utility vehicles are also mandated to procure their
licenses from the LTO.
GENERAL RULES OF ROAD USE AND CONDUCT
section 35. Restriction as to speed
Any person driving a motor vehicle on a highway shall drive the same at a careful and
prudent speed, not greater nor less than is reasonable and proper, having due regard for the
traffic, the width of the highway, and of any other condition then and there existing.
No person shall drive any motor vehicle upon a highway at such a speed as to endanger
the life, limb and property of any person, nor at a speed greater than will permit him to bring
the vehicle to a STOP within the assured clear distance ahead.

EXCEPTION TO THE SPEED LIMIT. The rates of speed hereinabove prescribed
shall not apply to the following:
a. A physician or his driver when the former responds to emergency calls.
b. The driver of a hospital ambulance on the way to and from the place of accident or
other emergency.
c. Any driver bringing a wounded or sick person for emergency treatment to a
hospital, clinic, or any other similar place.
d. The driver of a motor vehicle belonging to the Armed Forces while in use for
official purposes in times of riot, insurrection or invasion.
e. The driver of a vehicle, when he or his passengers are in pursuit of a
criminal.
f. A law-enforcement officer who is trying to overtake a violator of traffic
laws.
g. The driver officially operating a motor vehicle of any fire department,
provided that exemption shall not be construed to allow useless or unnecessary
fast driving of drivers aforementioned.
RIGHT OF WAY RULE
This principle refers to the legal or customary precedence( priority in
place or time ) which allows one vehicle to cross or pass in front of another.
The right of way rule is NOT absolute. If the car travelling on the left or
in the disfavored direction arrives at the crossing and there is no vehicle
coming from the flavored direction within a distance which would make
unsafe for it to proceed, it may do so and not stop and wait.
COMMON MISTAKES IN LEFT TURNING
TURN LEFT IN AN INTERSECTION
Section 42 of RA 4136 ( RIGHT OF WAY RULE )
 when two vehicles approach or enter an intersection at approximately the
same time, the driver of the vehicle on the left shall yield the right of way to the
vehicle on the right.
 the driver of the vehicle approaching but not having entered an intersection,
shall yield the right of way to a vehicle within such intersection or turning therein to
the left across the line of travel of such first-mentioned vehicle.
 the driver of any vehicle upon a highway within a business or residential
district shall yield the right of way to a pedestrian crossing such highways within a
crosswalk.
 the driver of a vehicle upon a highway shall bring to a full stop such vehicle
before traversing any “through highway” or railroad crossing.
