Use sport=cycling to mark facilities related with the sport of cycling. Those include purpose-built indoor or outdoor cycling tracks (leisure=track), sporting complexes (leisure=stadium and leisure=sports_centre), as well as premises of cycling clubs (club=sport).
Cycling is a multi-disciplinary sport; without a qualifier, "cycling" typically denotes road cycling or track cycling.
