What this PR does / why we need it:

This PR adds validation for the RequestedToCapacityRatio field in the NodeResourcesFitArgs configuration. Currently, when the scoring strategy type is set to RequestedToCapacityRatio but the RequestedToCapacityRatio field is not specified, it can lead to a nil pointer dereference error.

  • Adding a check for RequestedToCapacityRatio field when the scoring strategy type is RequestedToCapacityRatio
  • Providing a clear error message when the field is missing
  • Preventing potential nil pointer dereference errors

My Tests:

If requestedToCapacityRatio not specified, the err msg as shown:

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
