Seeking of prior approval of the Dental Council of India.

Sir,

I am directed to say that under the Dentists Act, 1948, the Dental Council of India
is charged with the responsibility for according recognition to the Dental Degrees
awarded by the various Universities and also for maintaining uniform standards of Dental
education in the country. In the discharge of its functions and responsibilities, the Council
inspects the various Dental institutions and brings the deficiencies observed to the notice
of the authorities concerned for suitable remedial action.

2. Before Dental College or a Post-graduate Dental Department is set up, it should


essentially fulfil certain minimum requirements in respect of the staff, equipment,
buildings etc. Without these pre-requisites, it is hardly possible to ensure that the students
joining these institutions will be able to attain the Dental Education of the prescribed
standard. In fact recognition of the qualifications of the students hinges on fulfilment of
these prerequisites.

3. With a view to maintaining high standards of academic institutions introducing new


Dental courses, it is requested that the State/Union Territory Governments and the
Universities may kindly ensure that :-

(a) that no Dental College is permitted to start functioning unless and until the
Dental Council of India has satisfied itself through inspection or otherwise
that the teaching staff, equipment, building, etc., provided for, are in
conformity with the minimum requirements as laid down by the Council and
approved by the Central Government; and

(b) That no Dental Institution is Permitted to start Post-graduate Course(s) unless


and until the Dental Council of India has satisfied itself, through inspection
or otherwise, that the minimum requirements in respect of teaching staff,

equipment etc., have been fully provided for in respect of B.D.S. Courses and
that the teaching staff, equipment etc., for the Post-graduate course(s) are in
conformity with the minimum requirements laid down by the Dental Council
of India and approved by the Central Government.

P R E A M B L E

General: The nomenclature used for various Postgraduate subjects should be uniform in
all the Universities.

Objective of the MDS Courses

The objective is to train a candidate so as to ensure higher competence in both


general and special area of interest and prepare him for a career in teaching, research and
speciality practice. A candidate must achieve a high degree of clinical proficiency in the
subject matter and develop a competence in research and its methodology as related to
the field concerned.

Definitions of Speciality Areas of Dental Science

1. Prosthodontics
That branch of Dental art and science pertaining to the restoration and
maintenance of oral function, health, comfort and appearance by the replacement of
missing or lost natural teeth and associated tissues either by fixed or removable artificial
substitutes.

2. Periodontics
Periodontics is the science dealing with the health and diseases of the investing
and supporting structures of the teeth and oral mucous membrane.

3. Oral and Maxillofacial Surgery


Oral and Maxillofacial surgery deals with the surgical and adjunctive treatment of
diseases, injuries and defects of the human jaws and associated oral and facial structures.

4. Conservative Dentistry
Conservative dentistry deals with prevention and treatment of the diseases and
injuries of the hard tissues and the pulp of the tooth and associated periapical lesions.

5. Orthodontics
Deals with prevention and correction of oral anomalies and malocclusion and the
harmonising of the structures involved, so that the Dental mechanism will function in a
normal way.

6. Oral Pathology
Oral Pathology deals with the nature of oral diseases, their causes, processes and
effects. It relates the clinical manifestation of oral diseases to the physiologic and
anatomic changes associated with these diseases.

7. Community Dentistry

Community Dentistry is the science and art of preventing and controlling Dental
diseases and promoting Dental health through organised community efforts.

8. Paedodontics

Deals with prevention and treatment of oral and Dental ailments that may occur
during childhood.

9. Oral Medicine and Radiology

Oral Medicine is that speciality of dentistry concerned with the basic diagnostic
procedures and techniques useful in recognising the diseases of the oral tissues of local
and constitutional origin and their medical management.

Radiology is a science dealing with x-rays and their uses in diagnosis and
treatment of diseases in relation to orofacial diseases.

REGULATIONS FOR THE MDS DEGREE

No Institution can start a postgraduate course without prior approval of the Council.

1. A candidate for admission to the MDS course (Master of Dental Surgery) must
have a degree of BDS (Bachelor of Dental Surgery) of an Indian University or
an equivalent qualification recognised by the Dental Council of India. Candidate
not possessing a recognised Dental qualification for the above purpose should
secure the prior approval of his qualifications by the Dental Council of India
before he can be admitted to the MDS course of any University in India.

2. GENERAL

i. The number of admissions to MDS courses in each speciality shall not be


more than 2 students per postgraduate teacher per year.
ii. At any one time there shall be not more than 4 active, students under one
postgraduate teacher.
iii. No postgraduate teacher shall enrol candidates for a discipline other than
the subject of his speciality for postgraduate programme and no
postgraduate teacher shall be a postgraduate teacher for more than one
speciality.
iv. When the Department is headed by a recognised postgraduate Professor,
the Assistant Professor of the Department, who is in possession of the
requisite qualification and teaching experience in the subject of speciality,
may be permitted to enrol one student per year under him as a post-
graduate teacher and guide.
v. At the discretion of the authorities concerned, provision may be made for
reserving certain seats for candidates from other State where facilities for
Postgraduate training is not available in a particular speciality.

3. The following are the subjects of speciality for the MDS Degree:

i. Prosthodontics
ii. Periodontics
iii. Oral & Maxillofacial Surgery
iv. Conservative Dentistry
v. Orthodontics
vi. Oral Pathology
vii. Community Dentistry
viii. Paedodontics & Preventive Dentistry
ix. Oral Medicine & Radiology

4. All the candidates for the degree of MDS are required to pursue the prescribed
course for at least two academic years as full time candidates in an approved

Institution under the direction of the Head of the Department, who has to be a
recognised postgraduate teacher in that speciality.

5. The course will be of two years duration.

6. Attendance : The candidate should have attended not less than 80 percent of
the classes of MDS course in each of the subjects.

7. There shall be only one Examination at the end of two years. There shall be four
papers for the Examination out of which one paper shall be in Applied Basic
Sciences consisting of Applied Anatomy, Applied Physiology and Applied
Pathology.

There shall be no Viva-voce or Practical for the Paper on Applied Basic


Sciences.

8. The subjects of study in Applied Basic Medical Subjects shall be as under:

Compulsory Subjects :-
Applied Anatomy,
Applied Physiology, &
Applied Pathology.

Optional Subjects :-

i. Biostatistics
ii. Nutrition and Dietetics
iii. Teaching and Testing Methodology
iv. Research Methodology
v. Psychology and Practice Management.
vi. Comparative Anatomy
vii. Genetics Growth and Development
viii. Applied Chemistry including Metallurgy, Dental Materials including
Metallurgy.
ix. Pharmacology.

9. A candidate shall choose any two of the above available optional subjects.

No candidate will be admitted to MDS Degree Examination unless he


produces a certificate of having completed the MDS Course to the satisfaction
of the Head of the Department concerned and the Head of the Institution.

A student after successful completion of the course shall appear for the
MDS Degree Examination at the end of 2 years. The Council, however,
encourages Universities or Dental institution to have a longer period of training

as the present recommendations are only the minimum requirements. Only in


exceptional case where the above rule cannot be fulfilled, the Council's approval
should be obtained.

The University shall hold an examination every six months.

a. Written
b. Clinical and/or Practical
c. Viva voce or oral examination

The written examination shall consist of four papers, out of which two shall be
pertaining to the speciality; one in Applied Basic Sciences and one shall be an
Essay. Each paper shall be of three hours duration

10. Every candidate appearing for the MDS degree examination for the first time
shall submit with his application for the admission to the Examination, four
typewritten copies of a dissertation of a research problem undertaken by the
candidate and Prepared under the direction and guidance and to the satisfaction
of his University teacher. The dissertation should be submitted 3 months prior to
the MDS Examination. The dissertation shall be referred to the Examiners for
the MDS examination and acceptance of it by the examiners shall be a condition
precedent to the admission of the candidate to the written part of the
examination.

11. A candidate whose dissertation has been accepted by the examiners, but who is
declared to have failed at the examination will be permitted to reappear at the
subsequent MDS examination without having to prepare a new dissertation, If,
however, the dissertation is rejected, the authorities shall give reasons thereof
and suggestion for the improvement of the same and the dissertation thus
improved will have to be resubmitted to the examiners and accepted before
appearing in MDS Examination.

12. A candidate who wishes to study for MDS in a second speciality shall be
exempted from taking courses in Applied Basic Science subjects. The duration
of the course for such a candidate will be one and a half year. He shall fulfill all
other requirements for MDS including a fresh dissertation.

13. A candidate who is declared successful in the MDS Examination shall be


granted a Degree of Master of Dental Surgery in the speciality.

STAFFING PATTERN FOR POSTGRADUATE DEGREE


PROGRAMME IN A DENTAL COLLEGE/DENTAL WING

Staff

1. a. Professor, Assistant Professor and Junior Staff as proposed under the BDS
Regulations, etc. of 1978. However, the council encourages the creation of
an additional post of Assistant-Professor in the Post-graduate Departments
in the interest of better teaching standards.
b. A Department which does not have a Professor and an Assistant Professor
with requisite qualifications and experience, as laid down by the Dental
Council of India, shall not start a postgraduate course in that speciality.

Qualifications for a Professor and Head of the Postgraduate Department

i. He must posses a postgraduate qualification in the subject of speciality,


recognised by the Dental Council of India,
ii. He should be a full-time teacher.
Part-time Professors are also eligible provided they put in 4 hours a day
and have only one candidate under them.
iii. He must have teaching experience of 10 years of which 5 years should be
as Reader/Senior Lecturer/Assistant Professor.
(Where a Department is headed by an Assistant Professor/Reader/Senior
Lecturer with the requisite qualification and experience as recommended
for the Professor, he may he permitted to start postgraduate studies in the
subject provided he fulfils all the requirements as laid down by the Dental
Council of India).

Assistant Professor for MDS Course

Same as for BDS Staffing Pattern viz. a BDS degree of an Indian University or an
equivalent qualification with postgraduate qualification in the subject with 3 years
teaching experience after postgraduation in the subject of specialisation.

When the full complement of staff recommended for undergraduate training


programme does not exist, the deficiency must be made good before starting of the
postgraduate course in that Department.

MINIMUM REQUIREMENTS TO START MDS COURSES IN


A DENTAL COLLEGE/WING
Physical Facilities

1. Space – Adequate space for clinic, seminar rooms and research space should be
provided.
2. Equipment – All equipment recommended under BDS programme as well as
equipment of special nature required for advanced type of clinical and research
work should be provided for postgraduate students.

Additional General Requirement for Postgraduate Department :-

Necessary Microscopes 35 mm Projector, Microtomes, Cabinets for keeping


slides, Photographic Materials specially a 35 mm Camera with all the accessories.

3. a. Library – All recent editions of relevant books should be available for the
use of postgraduate students in the departmental library.
b. As many related journals as possible should be subscribed for. Relevant
old journals should be provided.

MINIMUM REQUIREMENTS TO START MDS COURSE FOR


INSTITUTIONS OTHER THAN DENTAL COLLEGES
Rules and Regulations for Institution where the BDS programme does not exist
but which wishes to start a MDS Course in a speciality.

Medical Institutions wanting to start MDS Courses should satisfy the following
requirements in addition to what has been recommended already for Dental Colleges :

1. The Institution must be running medical postgraduate courses.


2. The Department should have qualified and experienced teachers following
the three tier system as recommended under the BDS programme viz :
a. Professors
b. Readers
c. Lecturers

The Professor and Reader should have requisite postgraduate qualification and
teaching experience as recommended under the MDS Courses in a Dental College/Dental
Wing.

3. All physical facilities including equipment, department library and


journals as prescribed under MDS Courses in a Dental College should be
available.

4. Training facilities for all Applied Basic Science subjects should be


available.

Any of the Institutions, which are not Dental colleges, but want to start a MDS
Course, should make an application to the Dental Council of India, which will send out
not less than two inspectors, who would inspect the Institution and report to the Council
the feasibility of giving such permission to start an MDS Course in the speciality applied
for.

(The above statement is made with the full knowledge that there are many
Institutions, not being Dental colleges, have excellent facilities and expertise in certain
subjects of Dental specialities far better than those at many Dental colleges, which could
be made use for the betterment of the Profession. This Council is of the opinion that such
institutions which are not Dental Colleges, should be encouraged and helped to develop
MDS Curses in the speciality of Dentistry in which they have expertise).

However, such Institutions will not be considered as Dental Colleges/Dental


Wings.

CRITERIA FOR SELECTION FOR ADMISSION


TO THE MDS COURSE

1. Students for MDS Courses should be admitted on academic merit at BDS level.

2. Preference may be given to candidates having experience as University Teachers,


House, Surgeons or Clinical Assistants or to persons in State or Central
Government Services who have served in rural areas or in Defence Services.

"There would be two types of Postgraduate students :-

(a) Those holding posts in the same Department like Demonstrator/Tutor.


Adequate number of paid posts may be created so that such candidates
can pursue in-service Postgraduate training.
Seats allotted to in-service students shall be restricted to not more than
one third of the total admission in the Department.

(b) Those receiving stipends. The stipends should not be less than Rs. 300/-
per month.

Selection of postgraduate candidates should be done by a Selection Committee


consisting of concerned Postgraduate Teachers.

SYLLABUS FOR APPLIED BASIC SCIENCES


The M.D.S. Course in Applied Basic Science shall be common to all the
specialities. It shall consist of the following compulsory subjects:

Compulsory Subjects :

(i) Applied Anatomy


(ii) Applied Physiology
(iii) Applied Pathology.

Optional Subjects :

1. Biostatistics
2. Nutrition and Dietetics
3. Teaching and Testing Methodology
4. Research Methodology
5. Psychology and Practice Management
6. Comparative Anatomy
7. Genetics Growth and Development
8. Applied Chemistry including Metallurgy, Dental Materials
A candidate shall choose any two of the above optional subjects.

During the MDS Course the students will pursue the course prescribed for the
MDS Examination by attending clinics, seminars and lectures.

In MDS Degree examination of all specialities preventive and social aspects shall
be emphasised.

SYLLABUS FOR PROSTHETIC DENTISTRY – MDS


Its practical, clinical and practical courses in Prosthetic Dentistry shall broadly
comprise of the Following:

1. Study of human masticatory apparatus and its functions in health, in


deranged occlusal states and in conditions incidental to partial or complete
loss of teeth and/or facial structures.
2. Study of the principles, procedures and techniques of constructing and
maintaining various types of dentures and allied prosthesis including the
material used.
3. Study of biological and mechanical consideration related to various types of
dentures and allied prosthesis.
4. A candidate should complete not less then 30 cases comparison of all types
of prosthetic appliances.

5. The MDS written examination shall consist of four papers, out of which two
shall be pertaining to the subject, one in Applied Basic Sciences and one
shall be an Essay. Each paper shall be of 3 hours duration.

Clinical and practical and viva voce examination of not less than two days
duration involving case studies, diagnosis and treatment planning and execution
of commonly used prosthetic appliances and replacement.

SYLLABUS FOR ORAL AND MAXILLOFACIAL SURGERY - MDS


A broad outline of theoretical, clinical and practical courses:

1. Embryology and gross anatomy of head and neck in relation to oral and
maxillofacial surgery.
2. Principles of General and Oral Surgery.
3. Laboratory Investigations.
4. Surgical Anatomy and Pathology of Head and Neck.
5. Applied Radiology
6. Surgical procedures for
a. Diseases and defects of orofacial region
b. Surgical management
c. Prosthetic and orthodontic problems including principles of plastic
surgery
d. Recent advances in oral and maxillofacial surgery
e. Reimplantation of teeth
f. Implants-commonly used surgical techniques for implant procedures.
The MDS written examination shall consist of four papers, out of which two shall
be pertaining to the subject, one in Applied Basic Sciences and one shall be an Essay.
Each paper shall be of 3 hours duration.

Clinical and practical examination of not less than 2 days duration involving ease
studies, diagnosis and treatment planning and execution of commonly used surgical
procedures in oral surgery.

SYLLABUS FOR PERIODONTICS – MDS


A broad outline of theoretical, clinical and practical courses.
1. Applied anatomy, physiology, biochemistry of the periodontium.
2. Characteristics of periodontal disease, etiology, pathogenesis and
microbiology.
3. Periodontal therapeutics.
4. Surgical aspects of periodontics.
5. Traumatic periodontal disturbances.

6. Interrelationship of periodontics with other Dental and medical clinical


disciplines.
7. Public health aspects of periodontal diseases-preventive Periodontics.
8. Current advances in periodontics.
Clinical Proficiency: A candidate should attain clinical proficiency by treating not
less then 50 cases of periodontal diseases involving different therapeutic techniques.

The MDS written examination shall consist of four paper, out of which two shall
be pertaining to the subject one in Applied Basic Sciences and one shall be an Essay.
Each paper shall be of 3 hours duration.

Clinical and practical examination of not less than 2 days duration involving case
studies, diagnosis and treatment methods used in treating periodontal diseases.

SYLLABUS FOR CONSERVATIVE DENTISTRY – MDS


Broad outline of theoretical, clinical and practical courses:

Conservative Dentistry

1. History and rationale of conservative procedures.


2. Occlusion.
3. Pathologic and non-pathologic lesions of the hard tissue of the teeth, advanced
knowledge of etiology, diagnosis, treatment and prevention.
4. Modern development and advanced knowledge of restorative materials,
procedures, cutting tools, drugs and chemicals used in conservative dentistry.
5. All types of restoration used in conservative dentistry.
6. Modern biological and mechanical concept.
7. Dental caries – detailed study of research methods used in studying Dental caries
and its prevention.
8. Conservative dentistry in relation to other branches of dentistry including geriatric
dentistry.

Endodontics

1. History and rationale of endodontic procedures.


2. Pulp and periapical pathology, advanced knowledge of etiology, diagnosis,
treatment and management of pulp involved in teeth.
3. Bacteriological investigations and intracoronal medication.
4. Advanced knowledge of development of root canal instruments their sterilization
and use.
5. Advanced knowledge of restorative materials and operative procedures in
endodontics.
6. Etiology, treatment of fractured and traumatized teeth.
7. Endodontic procedures for reimplantation of teeth and fundamentals of surgical
procedures for reimplantation of teeth.

Adequate number of cases should be treated by all available methods and


restorative materials including bleaching of discoloured teeth.

The MDS written examination shall consist of four papers, out of which two shall
be pertaining to the subject, one in Applied Basic Sciences and one shall be an Essay.
Each paper shall be of 3 hours duration.

Clinical and practical examination of not less than 2 days duration involving case
studies, diagnosis and treatment of different conditions involving conservative and
endodontic procedures, which would demonstrate the clinical and technical ability of the
individual

Subject of Conservative Dentistry is concerned with those procedures which,


applied to exposed surfaces of teeth in the Dental arches, prevent pathologic process in
these areas or which, if disease and deterioration has occurred and the consequence of
these conditions have resulted, restore them in so far as possible to normal physiologic
condition, esthetic appearance and occlusal relationship, with a view of prevention of
Dental health and general health at an optimum level. The study includes endodontics.

SYLLABUS FOR ORAL PATHOLOGY & MICROBIOLOGY – MDS


Broad outline of theoretical, clinical and practical courses:

1. Study of principles of routine and special techniques used for histopathology


including principles of histochemistry as related to oral pathology.
2. Advanced and histopathologic study of Dental and oral tissues including
embryologic consideration.
3. Study of special pathology or oral regions as well as relation of local pathologic
and clinical findings to systemic conditions.
4. Oral microbiology and their relationship to various branches of dentistry.
5. 0ral diagnosis of soft tissue changes-study of basic clinical changes and their
significance to Dental and oral diseases as related to oral pathology.
6. Forensic dentistry.
7. Recent advances in oral pathology and oral microbiology.
8. Study of principles and techniques of oral cytology and oral biopsy procedures.

The MDS written examination shall consist of four papers, out of which two shall be
pertaining to the subject, one in Applied Basic Sciences and one shall be an Essay. Each
paper shall be of 3 hours duration.

Clinical practical and viva voce examination of not less than 2 days duration
involving case studies, clinical and pathological diagnosis of oral diseases.

SYLLABUS FOR ORTHODONTICS – MDS

1. The MDS Programme should consist of seminars on various subjects on


Orthodontics like growth and development, anthropology genetics embryology, statistics,
nutrition, normal occlusion and variation, malocculusions, etiology of malocclusions,
radiology, and cephalometrics, preventive and interceptive orthodontics, corrective
orthodontics development of orthodontic appliance and techniques histological changes
related to orthodontic treatment and retention.
2. Practical training should consist of preparing orthodontic study models,
fabrication of various components of removable and fixed appliances and fabrication of
complete appliances.
3. Clinical training should consist of preparing case records, appliances and
treatment of different types of malocclusions by different mechanisms.
4. Dissertation
5. Case presentation – the candidate should prepare a complete record of a least
five fully treated cases by any techniques and present the same at the practical
examination. Case presentation and discussion of the same will form an important part of
the practical examination.

The MDS written examination shall consist of four paper, out of which two shall

Qualification for Examiner or Inspector for Post graduate Degree Programme:

1. He should possess qualification and experience not less than that prescribed fr
Post-graduate Degree Programme

2. No person who is not an active Post-graduate teacher in the subject, can be


appointed as Examiner. However, in case of retired personnel, a teacher who
satisfies the above conditions, could be appointed upto one year after retirement.

3. Not less than 50% of the External Examiners shall be from outside the State.

4. Reciprocal arrangement of Examiners should be discouraged in that, the Internal


Examiner in a subject should not accept External examinership for a College from
which External Examiner is appointed in his subject.

5. No person shall be External Examiner of the same University for more than 3
consecutive years. However, if there is a break of one year the person can be
appointed.
