1. INTRODUCTION
This Material Requisition defines the general requirements for the design, manufacture,
assembly, inspection, testing, certification and preparation for shipment of ONE (1) -
SHELL AND TUBE GAS HEATER EXCHANGER (P-1233002) (as defined on item 3.1)
for operation on the FPSO P-71 -ITAPU, offshore Brazil, its attachments and all
applicable codes, standards and regulations referenced, as well as the requirements of
the Classification Society Rules, where applicable.

MANUFACTURER shall complete this Material Requisition with all applicable


commercial and contractual aspects.

MANUFACTURER shall be entirely responsible for ensuring any additional information


pertaining to the execution of the project, as well as for delivery of the equipment,
complete and in perfect conditions of assembly, operation and productive capacity, as
settled down in the Technical Documents associated with this Material Requisition.

Omission of any construction and/or manufacturing detail from this Material Requisition
shall not constitute cause for not carrying out any service, or not supplying any material,
as necessary for perfect operation of the item required in accordance with the applicable
Specifications/Data Sheets, with no extra costs.

Any conflict of information found in the documents that comprise this Material Requisition
shall be brought to the attention of PETROBRAS, in writing, previously to presentation of
the Proposal, for due clarification.

MANUFACTURER may submit in clarification phase any alternatives based on his


experience that is technically superior and economically more advantegeous. These
alternatives shall be in compliance with the basis characteristics and performance
requirements of the equipment as specified on this Material Requisition. All alternatives
shall be submitted to PETROBRAS for approval, prior the execution.

2. PRESENTATION OF TECHNICAL AND COMMERCIAL PROPOSALS


The technical proposal shall present the complete and detailed scope of supply and meet
the requirements of all items of the respective Material Requisition (number and revision
quoted) and its annexes, complemented by the Technical Clarification Circular Letters
(number quoted), without any technical deviation.

Any exclusion and/or alternative to what is specified in the Material Requisition and its
annexes, shall be presented in a Deviation List, which only will be accepted by
PETROBRAS during the clarification phase, preceding the proposal presentation.

PETROBRAS acceptance of each item of the Deviation List will be through Technical
Clarification Circular Letters, that will be issued to all MANUFACTURERs.

The Deviation List mentioned above shall contain, at least, for each requirement that the
MANUFACTURER intends to change:

- The document's description, code and section that contain the requirement;
- The reason for deviation, always indicating the requirements that are different to
MANUFACTURER's standard and the costs, schedule and technical benefits/impacts
of the change;
- The MANUFACTURER proposal.
3. SCOPE OF REQUISITION
The following items shall be provided with all normally required accessories for safe
operation, start up operation and maintenance.

The PROPOSAL shall include the following information, as a minimum:

- Scope of supply;
- Instructions for the technical bid;
- Classification and certification;
- Complete data sheets;
- Consumables and tools for assembly, disassembly, maintenance, commissioning and
start up;
- Spare parts list recommended for 2 (two) years operation, including price and delivery
time of each part, lay out and sectional drawings indicating the location of the part and
TAG/Reference Identification (for PETROBRAS approval);
- Outline drawings showing dimensions and necessary maintenance area;
- Weight and center of gravity;
- All documents and drawings required by this requisition;
- Advanced instruction, maintenance and installation manuals, in Portuguese language;
- Warranty conditions;
- Technical assistance;
- Assembly and assembly supervision (separate quotation);
- Training and daily costs for mobilization/demobilization in Brazil (see Note 1);
- Inspection;
- Directives for Quality Assurance;
- Quality Plan;
- Motion requirements;
- Packing proper for marine transportation;
- Directives for commissioning;
- Production schedule;
- Preservation recommendations;
- NR-13 Brazilian regulation required documents;
- Painting for offshore installations;
- Directives for Construction & assembly;
- Field proven equipment (Reference list of similar installations);
- List of representatives and local technical assistance;
- Transportation from factory to a port (FOB).

Note 1: These costs shall include mobilization/demobilization, travel tickets, hotels and
daily rates. The training location shall be defined later. For costs of printed copies of
training material, a total number of 10 (ten) people of operation staff and 10 (ten) people
of maintenance staff shall be foreseen. The training material shall be in Portuguese
language.

- Inspection, testing and the quality assurance of the equipment;
- Nameplates in Portuguese language made in AISI 316;
- Non destructive examination;
- Impact test according to ASME VIII;
- Hydrostatic test;
- Grounding devices;
- Spare parts recommended for commissioning, pre-operation and start up;
- Spare parts recommended by the Classification Society;
- Consumables and unusual tools for assembly, disassembly, maintenance,
commissioning and start up;
- NR-13 test spare parts;
- Thermal design guarantee;
- Mechanical design guarantee with vibration analysis;
- Painting proper for offshore installations according to I-ET-3010.90-1200-956-PPC-
006 – GENERAL PAINTING.
- Thermal insulation according to I-ET-3010.90-1000-431-PSQ-001
- Compliance with motion requirements and acceleration loads according to I-ET-
3010.90-1350-960-PPC-004 – ACCELERATION DATA;
- Classification according to Brazilian Standard NR-13;

- Commissioning supervision at job site;
- Transportation.
3.2.2 Remarks

Equipment shall be delivered in “one piece” condition and later assembled, integrated
and tested on FPSO unit by others with MANUFACTURER´s supervision.

For other information see data sheets included on item 7.0.

MANUFACTURER is responsible for piping compatibility at supply battery limits-


diameters and materials;

Equipment, accessories, piping and instruments, shall be grounded according to


requirements of I-DE-3010.90-5140-700-PPC-003 – GROUNDING INSTALLATION
TYPICAL DETAILS.

Besides this document, for installations in hazardous areas, the grounding with
requirements of IEC 61892-7 shall be complied.
4. Drawings & Documents
Drawings & Technical Documents shall comply with item 8.0 of this material Requisition
plus those required by the Classification Society Rules and Regulatory Body.

MANUFACTURER shall submit the list of documentation together with proposal.

MANUFACTURER documentation shall inform which parts are to be supplied by


PETROBRAS and which ones will be supplied by MANUFACTURER, when applicable,
as well as which part of installation is to be done by MANUFACTURER, and which part is
PETROBRAS scope.

Both MANUFACTURER and PETROBRAS scopes shall be clearly informed through


detailed documentation instructing all disciplines involved in the designing process. For
closing the definition and quality of scopes, PETROBRAS shall analyze, comment and
require MANUFACTURER to revise the documents accordingly. Finally, if agreed,
PETROBRAS shall approve the MANUFACTURER documents. This documentation
shall be comprehensive enough to enable the completion and issuing of all the
necessary drawings and documentation for finishing the installation as purchased by
PETROBRAS.

MANUFACTURER shall be also responsible for calculating, defining and properly


informing all loads to be supported by the FPSO P-71 itself

All applicable data sheets (FD) listed on item 7.0 of this Material Requisition shall be
filled in by MANUFACTURER and returned for approval in accordance with item 8.0.

A printed copy of the Dispatch Dossier, mentioned on item 8.0, shall accompany the
goods on dispatch. A copy shall be delivered on CD-ROM to the PETROBRAS office in
Brazil. Goods shall not be dispatched without this dossier.

The Dispatch Dossier contains the following drawings and documents:

- Title page detailing material/equipment description and P.O. Number;


- General Arrangement Drawing;
- Packing List;
- Lifting Sketch;
- Inspection Release Certificate;
- Preservation and Maintenance Manuals.
5. CLASSIFICATION AND CERTIFICATION
MANUFACTURER shall provide correct and sufficient information regarding inspection
and certification requirements.

When the classification of equipment is required, MANUFACTURER is responsible for


obtaining this classification and providing the corresponding Classification Society
Certificates for the equipment.

MANUFACTURER shall directly contact Classification Society nearest office in order to


request information regarding to classification extent and procedures (i.e. applicable
Rules, Regulations and Standards, Technical Documentation approval, inspection, tests,
etc.), as well as Classification costs which must be included in the MANUFACTURER
price.

The following requirements shall be observed for materials and equipment subject to
classification:

- All correspondence to Classification Society shall refer to PETROBRAS FPSO P-71 –


ITAPU.
- Location(s) where equipment will be manufactured is to be informed, as well as
point(s) of contact (name and phone number).
- Materials and equipment supplied to the Project shall meet applicable Classification
Society Rules, Flag State requirements and Brazilian Coastal authorities (DPC)
regulations.
- Stock materials, components and equipment to be incorporated in the scope of supply
must meet the criteria of Classification Society Rules.
-MANUFACTURER is responsible for providing adequate notice to Classification
Society when the equipment is ready for inspections or tests indicated during their
review of design documents (if applicable) and Quality Plans. The notification shall be
sent in advance of 2 weeks for Brazilian MANUFACTURER and 3 weeks for foreign
MANUFACTURER .
- Materials or equipment subject to Classification Society technical review and / or
survey shall not be released for shipment prior to issue of the appropriate certificate or
release note by them.
- MANUFACTURER shall authorize Classification Society to freely communicate to
the PETROBRAS any information relating to the work (technical review, survey and
progress of the subject sub-contract or purchase order).

MANUFACTURER shall send to the PETROBRAS, copies of all technical


correspondences and exchanged documents with Classification Society.

All equipment structural sizing and operational limits and their respective skids, supports
and foundations shall be designed in accordance with Classification Society Rules,
including motions and accelerations parameters related to Field according to I-ET-
3010.90-1350-960-PPC-004 – ACCELERATION DATA.
6. GENERAL REQUIREMENTS
MANUFACTURER shall be responsible for the technical integrity of the equipment
including mechanical design, selection of materials, manufacture, assembly, testing,
performance guarantee, requirements of Quality Assurance, preservation,
commissioning, shipment and specified engineering services.

The design shall ensure that maintenance of equipment and component parts can be
achieved without undue disruption to the equipment or interconnecting services or the
need, as far as practicable, for specialized tools and knowledge.

The design shall maximize the use of interchangeable components and shall utilize the
concept of unit change-out wherever possible.

All equipment and their respective supports must also be designed to withstand the
conditions during transport of the equipment from MANUFACTURER’s installation to job
site, as well as for lifting condition.

PETROBRAS considers “field proven” an equipment defined as having a Reference List


with at least 3 (three) operating packages (of similar rated capacity) installed and
operating in offshore production units.

6.1. – EQUIPMENT WEIGHT

MANUFACTURER shall inform with its proposal the accurate weight and center of
gravity data and fulfill the data sheet presented on section 11. MANUFACTURER shall
ensure that every effort is made to reduce weight where practicable.

6.2. – INSPECTION

The right of access at the MANUFACTURER´s shops shall be provided to the


PETROBRAS authorized representative and to the representatives of the Classification
Society.

Requirements for shop inspection / test data and records are specified in the referenced
Quality Assurance documents and technical data sheets.

Notification of inspections and tests shall be informed to the PETROBRAS and to the
Classification Society in advance of 2 (two) weeks for Brazilian MANUFACTURER and 3
(three) weeks for foreign MANUFACTURER.

6.3. – COMMISSIONING AND START UP

The general procedures of the MANUFACTURER regarding the services in the phases
of commissioning, pre-operation, start-up assistance and acceptance of the equipment
must be sent as part of the proposal.

These services shall be quoted separately. It shall also be informed normal and extra
hourly costs for each technician level in onshore and offshore phases, including
mobilization.
7. APPLICABLE TECHNICAL DOCUMENTS
MANUFACTURER shall take into account the following referenced PETROBRAS
Documents, on the latest revision, where applicable. MANUFACTURER documents shall
provide a detailed description of the equipment and scope of supply, as well as all
associated technical requirements. All equipment parts and details not complying with
the specifications below shall be informed during the clarification phase. Otherwise they
will be considered as “Agreed”, and so required.

8.2. REMARKS:

All documents shall be provided in electronic file.

Drawings, details and description of the operation of instrumentation and controls, as


well as the makes, materials, and types of auxiliary equipment shall be supplied.

The operating manuals shall contain, in addition to all necessary installation, operating,
and maintenance information, updated “as supplied” revisions of data sheets, wiring line
lists and P&ID’s.

MANUFACTURER shall provide all drawings, design details, calculations, operating and
maintenance manual and all other information required for design assessment,
installation, operation and maintenance of the package.

All information to be provided shall be clear and manuals for operation and maintenance
applied specifically to the units shall be provided.

All data not present in the data sheets shall be provided by MANUFACTURER and
forwarded to PETROBRAS for approval. MANUFACTURER shall be fully responsible for
the content of all data sheets and documents.

Cross-sectional drawings with all details shall be provided with the parts list.
9. GUARANTEE AND WARRANTY
MANUFACTURER agreement and compliance with the project specifications and inquiry
documents shall not exempt him from the responsibility of supplying equipment and
components suitable for the specific operating conditions.

MANUFACTURER shall guarantee and agree upon the following clauses:

- Equipment performance according to operating conditions as stated on the data
sheets and specifications;
- All equipment and materials shall be new. Refurbished equipment or parts thereof
are not acceptable;
- All equipment and component parts shall be guaranteed by the MANUFACTURER
against fault in design, defective or improper materials, poor workmanship and failure
from normal usage for a period stated on the Contract (“warranty period”). If any
defects or low performance occur during such Contract period, the
MANUFACTURER shall make all necessary or desirable alterations, repairs and
replacements, free of charge, including transportation and field labor
(disassembly/assembly) services.

Unless otherwise stated/defined on the Contract between MANUFACTURER and


PETROBRAS, the warranty period shall comprise 1(one) year of operation start or 3
(three) years after delivery whichever comes first.
MANUFACTURER shall send a preservation procedure to PETROBRAS.
10.DESIGN AUTOMATION
This item defines the minimum technical requirements for the effective usage of Design
Engineering Automation for the equipment being supplied. Requirements are applicable
to the whole package supplied.

10.1 Digital Delivery Requirement

All documents/drawings specified for handover to PETROBRAS shall be delivered in


digital formats.

Digital deliverables can generally be classified as native editable formats (e.g. MS Word
(.doc), MS Excel (.xls), MicroStation (.dgn), AutoCAD (.dwg)), neutral viewing formats
(PDF) and image raster formats.

Native format shall be required for documentation that will be subject to updating in the
operational phase.

However, neutral viewing formats are acceptable for documents and drawings not
requiring change, standard equipment documentation and certain drawings extract from
the 3D model.

As a rule, files shall not consist of multiple documents (i.e. several documents with
different document numbers in the same file). Each uniquely numbered document shall
be delivered as a separate file.

MANUFACTURER shall implement quality routines to ensure that the digital information,
documentation and data bases delivered reflects the final “as built” version that has been
through the PETROBRAS approval/verification process.

When PDF file are used, the following requirements shall still be followed:

• PDF files shall to the greatest extent possible be created by generating them from the
original file, and digitalizing should be avoided at the maximum.

• Document front sheet shall be included in the source file and the total number of
pages, including Annexes, shall appear on the front sheet prior to converting to PDF.
The document front page shall always be numbered page 1.

• In all cases indexing through the use of the PDF bookmark function shall be utilized.

• As a minimum and depending on the size of the document, book marking shall be
used for the first three heading levels.

• Different page orientation within a single PDF file shall be avoided as this often leads
to printing problems.

• PDF files will be delivered without any security restrictions enabled.

10.2 CAD/CAE Detailed Requirements

A single complete 3D model for the equipment shall be transferred to PETROBRAS. At


handover to PETROBRAS, the 3D models shall not be dependent on additional
applications not commercially available.

Equipment modeled shall be identified with tag numbers. This syntax shall be followed
in the project engineering databases and spreadsheets to facilitate linking and
consistency to information engineering and documentation.

10.3 3D Equipment Model

All equipment shall have at least the following information:


• Equipment identification (TAG);
• Service;
• Type;
• Isolation Type;
• Operation pressure;
• Operation temperature;
• Design Pressure;
• Design temperature.
• Empty weight;
• Operating weight;
• Class of equipment according to NR-13, when applicable;
• Thickness of insulation;
• Coordinates of its center of gravity (C. G.) when applicable;
• Identify the MANUFACTURER drawing with review and status of the reference
document used in the equipment modeling;

All equipment nozzles shall have at least the following information:


• Nozzle length;
• Nozzle Identification (TAG);
• Nozzle Diameter;

2. Weight data:
2.1. Accuracy of weight figures shall be  10% in the proposal phase. After placing of the purchase order, the accuracy shall
be refined to  3%.
3. Dimensional data:
3.1. Manufacturer shall indicate equipment orientation.
3.2. Any variation in center of gravity from dry to operating mode shall be noted.
3.3. Manufacturer shall indicate with dashed lines on sketch and respective dimensions on the information table all
maintenance areas required for assembly and disassembly of equipment.
3.4. Accuracy of dimensions shall be  10% in the proposal phase. After placing of the purchase order, the accuracy shall
be refined to  3%.
