Defining National

Security
The concept of National Security has changed over time. It has evolved and expanded to
include not only national defense but also the development of the aspect of well-being of its
citizens. The change and expansion of scope and focus of National Security where security is
interpreted as:
a. security of people, not just of territory
b. security of individuals, not just nations;
c. security through development, not through arms
Defining National

Security
It is the requirement to maintain the survival of the state through the set of economic,
power projection, and political power and the exercise of diplomacy.

Fundamental Elements
1. Socio-Political Stability -We must achieve peace and harmony among all Filipinos,
regardless of creed, ethic origin or social station.

2. Territorial Integrity -We must ensure the permanent inviolability of our nation territory
and it’s effective control by the government and the state.

3. Economic Solidarity and Strength- We must vigorously pursue a free-market economy


through responsible entrepreneurship based on social conscience, respect for the dignity of
labor and concern for the public interest.

4. Ecological Balance -National survival rests upon the effective conservation of our natural
environmental in the face of industrial and agricultural expansion and population growth.

5. Cultural Cohesiveness- Our lives as a people must be ruled by a common set of values
and believe grounded on high moral and ethical standards, drawn from our heritage and
embodying a Filipino standard identity transcending religious, ethic and linguistic differences.

6. Moral-Spiritual Consensus- We must be propelled by a national vision inspired and


manifested in our words and deeds, by patriotism national pride and the advancement of
national goals and objective.

7. External Peace/ Peace and Harmony- We must pursue constructive and cordial relations
with all nations and peoples, even as our nations itself must chart an independent course, free
from external control, interference or threat or aggression.
The original policy foundation of the Republic of the Philippines' national security agenda
is Commonwealth Act No. 1. The President, all living previous Presidents, the Vice President,
the head of each executive department, and additional members to be named by the
President were required to serve on the Council of National Security, which would advise the
President on all aspects of national defense strategy.
The 1987 Constitution designates the president as commander in chief of the armed
forces and guarantees civilian control of the military. The National Security Council, nominally
the policy-making and advisory body for topics related to national defense, is also headed
by the President.
Former President Corazon Aquino re-formed the council in 1986 with an executive order
that established a National Security Council director and a National Security Council
Secretariat to advise the president on national security affairs. President Gloria Macapagal
Arroyo received key support from her cabinet and Congress in 2002 for the deployment of
US troops in the Philippines as part of the war on terror. During that time, the President
called a meeting of the country's National Security Council in an attempt to sway dissenting
officials, including her vice president, and smooth over tensions in her government over the
subject.
Internal Threats
Threats to internal security may be directed at either the state's citizens, or the organs and
infrastructure of the state itself, and may range from petty crime, serious organized crime,
political or industrial unrest, or even domestic terrorism.

External Threats
External threats are defined as threats originating within and outside the country's jurisdiction
that involve laundering of proceeds generated from various predicate offenses.

3. Serious economic disparity between rich and poor nations
4. Ethnic, Religious, and Cultural conflict
5. Natural disasters and Environmental issues
Peace

- It is the state of security or order within a community when practicing your freedom in a
state without a war. Having peace does not mean that state will live in a peaceful life, there
are natural disasters such as calamities, flooding and the like, that is cannot be controlled.

- In order to foster national growth, peace must be achieved. The government will make
every effort to achieve peace.
Peace Education

Helps young people gain knowledge, enhance their skills in the area of peace, and form an
attitude about the meaning of peace in human life. Peace education prevents the
emergence of conflicts and creates conditions for peace in the world.

Peace education is the process of acquiring values, knowledge, attitudes, skills, and
behaviors to live in harmony with oneself, others, and the natural environment Higher
education gives a person an opportunity to succeed in today’s global economy.
ROLES OF HIGHER EDUCATION

The Commission on Higher Education is the Philippine government’s agency in


charged with promoting relevant and quality higher education, ensuring access to
quality higher education, and guaranteeing and protecting academic freedom for
continuing intellectual growth, advancement of learning and research,
development of responsible and effective leadership, education of high level
professionals, and enrichment of historical and cultural heritages.
ROLES OF HIGHER EDUCATION

The basic ingredients must be present. The role of Higher Education is to


implement at all levels of education to institutionalize peace education in schools,
ensure that students from previously adversarial groups interact positively for years,
ensure that cooperative, controversy, and conflict resolution procedures become
automatic habit patterns; and ensure that the values underlying these procedures
become firmly embedded.
Peaceable School

- An obligation of school to provide safe environment for youth and produce a


generation with values. To free students from attackers or senseless fights and incidents,
to have a classroom that have tranquil atmosphere that promotes positive thinking and
learning where students or teachers can express their feelings and opinion in a law-and-
order setting.

- Social justice is realised by principles of equality, responsibility, and solidarity. Peace


education can be delivered to people of all ages, in both formal and informal settings.
