MITCHELL SCHOOL DISTRICT 17-2
August 28, 2023
The regular meeting of the Board of Education was called to order by President Deb Olson at
5:30 PM at the Mitchell Career Technical Education Academy 821 North Capital Street, Mitchell
South Dakota, Davison County.
The Pledge of Allegiance was recited.
Roll call of members present: Deb Everson, Brittni Flood, Terry Aslesen, Shawn Ruml, and Deb
Olson. Absent: None
Others present: Dr. Joe Childs, Superintendent, and Theresa Kriese, Business Manager.

Motion by Flood, seconded by Aslesen to approve the agenda as presented. Motion carried.

Motion by Ruml, seconded by Everson to approve the consent agenda items of claims,
personnel items, and the minutes of the August 14, 2023, meeting. These minutes had been
sent to the Daily Republic in unapproved form all in accordance as per SDCL 13-8-35.
New Certified Hires: Jenna Miller, Assistant Speech/Debate, $2,274, effective 2023-2024
school year. New Classified Hire: Marsha Helgerson, Food Service Manager/MHS, $19.00/hr.,
8 hrs./ day, effective August 21, 2023. Alexis Scroggins, Paraeducator/LO, $16.00/hr., 7
hrs./day, effective August 24, 2023. Henry Lange, Custodial/MMS, $17.00/hr., 8 hrs./day,
effective September 5, 2023. 6th Class Assignments: Denise Hoffman, 6th class assignment,
effective 2023-2024 school year. Mercia Schroeder, 6th class assignment, effective 2023-2024
school year. Resignation: Mason Kobold, Food Service/MMS, effective August 14, 2023, Sherri

Motion by Everson, seconded by Flood to approve rebid for Mitchell High School Project Fire
Suppression of $179,700 from Howe Plumbing. The successful bidder will be entering into a
contract with Puetz Design + Build as Puetz Design is the Construction Manager for the project.

Motion by Flood, seconded by Ruml to approve on second reading of Mitchell School District K-
12 Policy Series 100-300. Motion carried.

Motion by Aslesen, seconded by Everson to approve on second reading of Mitchell Technical
College Policy Series 100-300 and Policy 1061. Motion carried.
The School Board set Wednesday, September 27, 2023, at 5:30 p.m. as a work session for
planning and goal setting.
During the Board Member Report, Aslesen requested that Mitchell School District K-12 Policy
Series 100-300 be brought back for consideration at a future meeting.

During the superintendent’s report, Dr. Childs reported that the policies have been updated on
the website for greater accessibility, construction projects at MTC and MHS are progressing
nicely, and that the recent warm temperatures presented a few challenges that were met with
solutions. Scott Fossum, MTC, reported that the State Board of Technical Education will meet
October 11 and 12, 2023, on the MTC campus. There will be events for the School Board and
the State Board to interact.

The following principles of conduct will serve as a guide for the official conduct of Board members.
1. I will view service on a school board as an opportunity to serve my community, state, and nation because I believe
public education is the best means to promote the welfare of our people and to preserve self-government.
2. I will work unremittingly to help the people in my community understand the importance of public education and to
support willingly the highest level of education we can afford.
3. I will try to make decisions in terms of the best interests of the educational welfare of children. I will seek to provide
an educational opportunity equally open to all children regardless of ability, race, creed, sex or location of residence.
4. I will recognize that my responsibility is not to run the schools but to see that they are well run. I will confine my
board action to policy making, planning and appraisal.
5. I will refuse to represent special interests or partisan politics or to use the schools for personal gain or for the gain of
friends or supporters. “I will refuse to use the schools for personal gain or for the gain of friends.
6. I will arrive at conclusions only after I have discussed matters fully with members of the professional staff and board
members. Once a decision has been reached by the majority of the board assembled at the meeting, I will support it
graciously.
7. I will recognize that authority vests with the whole board assembled in meeting and that I have no legal status to bind
the board outside of a meeting.
8. I will support and protect school personnel in performance of their duties. I will vote only for competent and trained
technical and professional personnel who have been properly recommended by the appropriate administrative officer.

9. I will refer all complaints, including my personal criticisms to the appropriate administrative officer and only after

The annual organizational meeting of the Board will be held on the second Monday of July, unless otherwise
designated by the Board at the previous regular meeting.
The meeting will be called to order and the oath of office given to all new Board members. The Board will elect a
president and vice-president from its membership, to serve until the next annual meeting. The superintendent or the
business manager, or their designee, will preside over the election of the president.
Other items of business will come before the annual meeting as appropriate. These will include:

accounts, if necessary.

Due to the possibility that electronic communications between school board members may constitute or lead to a
violation of open meeting statutes, Mitchell School Board members shall not utilize electronic communications with
other members of the board. However, telephonic and text messaging Electronic communication shall be permitted
as long as no more than 2 members are in contact in this way at any given time that school business is discussed.

To maintain high standards and continuity in operating the school system, new board members will be given
special attention promptly after election. The board superintendent will compile copies of policies and
regulations, which are revised regularly, to be given each new member upon election. A retiring member
should furnish the new member with his/her accumulated materials.
The superintendent will be responsible for arranging a conference or conferences with new board members
on the board's work, objectives, and purposes, and will discuss the legislative function of the board and the
administrative functions of the superintendent. The new members will be given appropriate background
information which may include a tour of the school(s), a map of the district, past and current surveys and
reports on curriculum, teaching standards and certification, school services, facilities, finances, taxes, a
calendar of business, and copies of minutes.
The new member has a responsibility to seek information about the educational program, employed
personnel, laws and board procedure, board policies, facilities, school services, needs of the community,
interested public service organizations and techniques of good public relations.

Mitchell Technical College (MTC) has raised the rate of pay for students participating in the
Federal Work-Study (FWS) Program from $12 per hour to $13 per hour.
The FWS Program provides part-time employment to students with financial need. To
determine eligibility, students must complete the Free Application for Federal Student Aid
(FAFSA). The employment, which is typically on-campus, will help cover expenses
associated with their postsecondary education. MTC felt it was necessary to raise the FWS
rate of pay to stay as competitive as possible with other employment opportunities available
to our students.
