BACKGROUND AND RATIONALE
In adherence to Republic Act No. 6975, the Department of the Interior and Local Government is mandated
to foster peace, public safety, and effective governance. Aligning with the current administration’s
commitment to combat illegal drugs with a focus on rehabilitation and socio-economic development, the
department, along with regional offices and local government units, has devised plans and policies to
reinforce this mandate. This includes a series of activities in line with the Philippine Anti-Illegal Drugs
Strategy (PADS) outlined in Executive Order no. 66, series of 2018.

The BIDA Program Color Fun Run and Feeding event aligns with the Department of the Interior and
Local Government's commitment to combat illegal drugs. Rooted in the Buhay Ingatan, Droga’y Ayawan
(BIDA) Program, this initiative engages communities in drug demand reduction efforts. The Color Fun
Run promotes health and wellness, integrating Information, Education, and Communication (IEC)
materials to raise awareness about the ill-effects of drugs. By fostering multi-sectoral participation and
strengthening institutions involved in drug demand reduction activities, the event contributes to the
overarching goal of empowering communities and destigmatizing drug addiction at the local level. The
colorful and inclusive nature of the run serves as a unique and impactful means of conveying a serious
message, fostering a united front against illegal drugs.
In line with this, the Sangguniang Kabataan Pambayang Pederasyon ng Silago will conduct a BIDA
Program Color Fun Run and Feeding Program on December 15, 2023, Friday at the Municipal Ground,
Silago, Southern Leyte. This one (1) – day activity aims to empower our youth sector to become resilient,
and productive citizens and leaders of today and tomorrow.

OBJECTIVES
1. To foster inclusivity: Unite Katipunan ng Kabataan,CAR & CICL, OSY, and PWUDs in the BIDA Color
Fun Run, promoting diversity, breaking stereotypes, and nurturing community bonds.
2.To encourage healthy lifestyles: Inspire a commitment to healthy living by incorporating physical
activity into the event through the Color Fun Run, while also addressing nutritional needs through the
Feeding program, encouraging participants to adopt holistic well-being practices.
3.To provide supportive environment: Create a supportive environment for personal growth and
development by combining the Color Fun Run and Feeding initiatives, offering participants opportunities
for engagement, empowerment, and building a foundation for positive social integration within the
community..
