Hello, senior high students! This Self -Learning Module (SLM) was crafted for you to
ensure your access to quality basic education as well as to provide you opportunities for independence
and responsibility. The SLMs contain lessons and activities that are based on the Most Essential
Learning Competencies (MELCs).

At the end of Lesson 1, it is expected that you will be able to:


(1) Analyze strategies of empowerment and advocacy of a community action initiative.

The 1st Art Festival opened last

People’s Park in Romblon, Romblon.
The event featured a showcase of
Romblomanon artists’ paintings and
artworks, free art sessions
for Romblomanon young artists,
appreciation of Romblomanon (Ini)
language through poems, stories and
songs, and display of artworks and
exhibits. The festival was sponsored
by the
Romblon Provincial Government through the leadership of Gov. Jose ‘Otik’ Riano, Department of
Education-SDO Romblon, PINTURA Artist, KUATROHANON, and the Provincial Council for Culture and
the Arts.
How does the event relate to the core values of empowerment and advocacy? Do you think the
festival will help Romblomanon artists? In what way? What is the role of the local government unit and
private sectors in empowering individuals?

You have learned from the previous lesson about the core values one has to consider in
undertaking a community action initiative. Valuing human rights, social equity, gender equality, and
participatory development are important as they determine our priorities, guide our decisions, and govern
our actions. Your knowledge from this lesson will help you better understand the core values of
empowerment and advocacy discussed in this module.
Now, let’s proceed with the discussion of our topic. Be sure to read and understand the lesson and
accomplish all the activities in this module.

Discussion of the Lesson

World Bank defines empowerment as the process of increasing the


capacity of individuals to make choices and to transform these choices into
desired actions and outcomes. It is an idea that is anchored on gaining
independence through the provision of skills, resources, authority, and
opportunity. The core value of empowerment can also be associated with
the concept of autonomy and self-determination. Empowering the people
help them recognize their true value in the community, take control of their
lives, and make decisions that improve their situation.

The establishment of Abundant Grace Livelihood


Association located in Brgy. Agnocnoc, Sta. Fe, Tablas Island, Romblon is an
example of empowering women. The livelihood association is a community
enterprise that has helped the women in the
barangay to provide for their families and become
productive members of the community. The
livelihood products include their handmade curtains,
canopies, shawls, and throw pillows. Giving these
women the skills and resources is also providing them
opportunities to confirm their competence and affirm
their contribution to the community.

proposal. In community action initiatives, advocacy is

showing support to a cause that affects people’s lives such as human rights,
environmental
problems, and social issues. As a core value, it involves speaking for the
people, representing their cause, protecting their rights, promoting equality,
advancing their interests and lobbying for issues that affect the poor and
marginalized sector of the community. It seeks to improve the lives of the
people by challenging policies and laws and ensuring that they are
implemented and benefitted.

Perhaps you have heard or


read about groups such as
Gabriela, Kilusang Mayo Uno
(KMU), Alliance of
Concerned Teachers (ACT),
Volunteers Against Crime and
Corruption (VACC), League of
Filipino Students (LFS) and many
others. They are known as special interest groups. They use various forms
of advocacy in order to influence public opinion and ultimately, policy.
They play an important role in the development of political and social
systems.
These groups use varied methods to try to achieve their aims including
lobbying, media campaigns, publicity stunts, polls, research, and policy
briefings.
Strategies include the plan of action to be carried out in order to
achieve a particular goal. They are important in planning, decision making
and implementing community projects. What do you want to achieve? How
are you going to achieve it? Who are the right people to involve? What are
the resources needed? Strategizing increases the odds of gaining and
sustaining the desired effect. In terms of empowerment and advocacy,
strategies are called for to ensure that the community action initiatives serve
the purpose of engaging the population, developing leadership and
promoting self-reliance and sustainability.

Mariano Ariola, in his book Community Engagement, Solidarity and


Citizenship (2017), presented the following strategies of empowerment and
advocacy:

Strategies for Empowerment

➢ Provide the right skills set for job – People cannot effectively complete
assigned tasks if they do not have the necessary skills. Training must be
provided to individuals to improve and increase their skills.
➢ Grant sufficient autonomy – Provide people with adequate autonomy
to decide on how to complete their tasks.
➢ Clearly articulate the scope of individual’s job – People should have a
clear idea of how their role fits into the overall scheme of the
organization.

➢ Provide adequate information and resources – People must have
access to all the information they require in order to make informed
and appropriate decisions and be able to solve issues. Supplying
information and allocating the necessary resources empower
individuals to perform their responsibilities to the best of their abilities.
➢ Build people’s confidence – When people are given autonomy and
offered the opportunity to improve and increase their skills, they will feel
valued, supported, and appreciated. This will increase their
confidence and as well as their performance levels because they now
believe they have the ability to achieve success.
➢ Guide with positive feedback – Providing positive feedback for tasks
done well and guiding people about best practices, give
encouragement to the workforce. When people feel appreciated,
performance is improved and creativity is enhanced.

Strategies for Advocacy

✓ Promote culturally competent practice – Provide professional


development, resources and advocacy for culturally responsive
services.
✓ Diversity advocacy – Recruit individuals from diverse background to
become advocate and involved in community and schoolwork.
✓ Enhance professional advocacy – Empower advocacy to uphold high
professional standards, engage in practice that reflects the full range
of their expertise and communicate the value of their work to key
stakeholders.
✓ Strengthen connections with members – Improve the organizational
structures, operations, and means of member feedback to attract and
retain member throughout their careers or work.
✓ Promote evidence-based professional practice – Support research
that demonstrates the relationship between the advocates and the
community.
✓ Support life-lay professional learning – Provide professional
development of all advocates to meet changing and diverse practice
needs.
✓ Improve resource alignment – Align all policies, practices and
programs including resource with transparency and equity.
✓ Enhance leadership development – Identify, recruit and mentor
advocates and leaders across all areas to ensure that they work well in
the communities they are going to serve.

The concept of empowerment and advocacy are interrelated. People
who are empowered are equipped with the tools needed to affect change.
The power of their confidence, assertiveness, honesty, genuine concern for
others, and their relentless pursuit for truth and justice reverberates through
their actions. They are the voice of the voiceless. They are the defenders of
the disadvantaged. They represent the sentiments of the marginalized. They
empathize for the plight of the poor.

DOLE PROVIDES P6.3-M LIVELIHOOD AID TO MIMAROPA WORKERS

MANILA – A total of PHP6.3 million in livelihood assistance were provided to several workers’
groups in Mindoro (Occidental and Oriental), Marinduque, Romblon, and Palawan (MIMAROPA), the
Department of Labor and Employment (DOLE) regional office reported on Wednesday.
In a news release, DOLE MIMAROPA Director Albert Gutib said the livelihood aid was given to
marginalized workers to help them recover from the impact of coronavirus disease 2019 (Covid-19
pandemic).
The beneficiaries from the provinces of Mindoro and Romblon include fisher’s association, coconut
farmers, tricycle drivers, motorcycle shop workers, women’s group, and displaced workers.
In Mindoro, 96 members of fishers’ organization and tricycle drivers’ association received
PHP725,000 assistance from the DOLE Integrated Livelihood Program (DILP).
In Occidental Mindoro, the Samahan ng mga Inang Nagkakaisa ng Tahanan Association (SINTA)
also received PHP500,000 assistance for their bakery project.
Also, 500 more displaced workers in the province benefitted from the PHP1.6-million Tulong
Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.
The beneficiaries are in addition to the 5,765 beneficiaries already provided with emergency
employment assistance in the province at the height of the community quarantine.
In Romblon, the DOLE released PHP1 million to Sta. Maria Coconut Farmers and Processing
Association (SMCFPA) for their production of high value-added coconut products. Gutib said the SMCFPA
is the first producer of coconut oil in the Province of Romblon. They are also assisted by the Department
of Science and Technology in producing quality cooking oil.
Likewise, it released PHP1.5 million emergency employment assistance to informal workers in the
municipality of Concepcion, Romblon. The workers received daily wage assistance through the TUPAD or
emergency employment program.
“Our region is divided into island provinces, but our team is one and united and determined to bring our
package of assistance to our people especially to the vulnerable workers amid the crisis,” he added.
The beneficiaries rendered 10-day work, such as sanitation and disinfection, including repacking
and distribution of relief goods in their community. Each beneficiary received PHP3,200 based on the
prevailing minimum wage in the region.

One of the TUPAD beneficiaries, Rolando Familaran said the employment assistance was a big
help to him and also to the community since he received compensation and at the same time they were
able to clean their area.
“I’m very thankful because I was able to earn and also help in cleaning our community. This is a
big help to all of us especially during this time,” he added.
The TUPAD program is a community-based package of short-term wage employment assistance
of the department to mitigate the impact of calamities, disasters, and pandemics on workers in the informal
economy. (PR)

DEVELOPMENT

and responsibility. The SLMs contain lessons and activities that are based on the Most Essential
Learning Competencies (MELCs).
At the end of Lesson 2, it is expected that you will be able to:
(1) Explain the importance of commitment and action in participatory development for
community well-being.
Before we proceed, allow yourself time to reflect on the several occasions where you participated
in a group activity, be it in school or community. What was the activity all about? Were all the members
included in the process of planning? Were they able to make significant contributions during the process
of implementation? Were they committed to accomplish the goals of the activity? Would you consider the
activity a success or a failure? What do you think were the reasons for its success? or its failure?
You have learned from the previous lesson that the core value of Participatory
Development is characterized by the inclusion and active involvement of local population, particularly the
poor and marginalized, in development activities that foster sustainability and self-reliance. The members’
engagement and collective action are essential in securing ownership and accountability in development
projects. With this in mind, the discussion in Lesson 2 will focus on the importance of commitment and
action in Participatory Development.
Now, let’s proceed with the discussion of our topic. Be sure to read and understand the lesson and
be able to accomplish all the activities in this module.

Discussion of the Lesson

To commit is to act. To act is to commit. Commitment without action is like a broken promise.
Action without commitment is insincere involvement.

A commitment is an obligation that requires a person to act upon


whatever he/she has committed himself/herself into. It is, therefore, an
active process that demands dedication, responsibility, and sincerity to be
involved in a particular cause, project or activity.
Committing oneself requires thoughtful consideration. It is a decision
that goes with accountability. It involves sharing one’s time, effort,
knowledge, creativity and even resources. When one is committed, he/she
directs his/her actions toward the direction of his/her purpose.

In undertaking community action initiatives, the people’s engagement
calls for their commitment and action in order to achieve their goals. In
doing so, it is also important to consider the members’ perspectives and
assumptions without losing the path towards development. Respecting one
another’s differences, taking into account that each member is a valuable
asset to the community and has some role in the decision-making process
are also worth to be considered.

Since community action initiatives is characterized by collaboration,


recognizing the role of the secondary and key stakeholders and how they
can affect the local populations through their efforts is equally important.
These stakeholders include local government units, civil society groups,
private sector, donors and financial institutions which can directly or
indirectly affect community initiatives. Establishing a relationship based on
trust and respect with stakeholders ensure the efficient delivery of project
plans. It also allows maximum participation in terms of planning,
consultation, and information sharing. Engaging these parties and
maintaining positive relations warrant their commitment and action for the
benefit of the community.
In conclusion, commitment and action are significant in the
accomplishment of community action initiatives through the active
participation of community members and stakeholders.
