RESERVE BANK OF MALAWI

VACANCY

On behalf of the Deposit Insurance Corporation, the Reserve Bank of Malawi is inviting
applications for the under listed positions tenable in Blantyre, on contract for up to three
years.

The Deposit Insurance Corporation (DIC) commenced operations on 1 st October 2023. It


is responsible for implementing and managing a deposit insurance scheme in Malawi in
line with the DIC Act, 2022.

1. SUPERVISOR, LEGAL SERVICES (1 POSITION)

Reporting to the Chief Operations Officer, the successful candidate will, among
other duties, be responsible for:

The Job:
✓ Providing professional legal services to the DIC as in-house Legal Counsel;
✓ Conducting litigation on behalf of the DIC in the Malawi Supreme Court of
Appeal, High Court, Magistrates Courts, Industrial Relations Court and other
tribunals;
✓ Drafting and reviewing legal documents and legislation;
✓ Facilitating conveyancing processes in accordance with applicable laws;
✓ Providing internal consultancy on legal matters;
✓ Executing legal documents and administering oaths; and
✓ Providing secretarial and administrative services to the Board and its
committees.

The Person:

✓ A holder of Master of Laws degree obtained from a reputable institution plus 5


years of court work/practical experience or Bachelor of Laws degree plus 7
years relevant experience;
✓ Must be admitted to the Malawi Bar;
✓ Must be between 35 and 45 years of age; and
✓ Must have:
(a) Knowledge of planning and handling of court cases;
(b) Ability to provide legal guidance and legal opinions;
(c) Knowledge of corporate governance and ability to manage affairs of the
Board and its committees;
(d) Background of integrity and ability to maintain confidentiality;
(e) Strong written and verbal communication skills;
(f) Knowledge of financial services laws;
(g) Knowledge of employment law; and
(h) Knowledge of land laws and conveyancing processes.

2. SENIOR ICT OFFICER (1 POSITION)

The job responsibility of this position is to manage ICT related issues of the DIC
including ICT equipment installations, data management, internet, and website
management. The position will also assist in acquisition and maintenance of
systems and managing Disaster Recovery plans. The position holder works closely
with all the members of the DIC and reports to the Manager – Operations.

1. Key Duties and Responsibilities


✓ Installing and configuring network software and hardware;
✓ Assessing and monitoring performance of network equipment and servers;
✓ Providing support and solving problems for network infrastructure and software;
✓ Updating the DIC website and emailing system maintenance;
✓ Ensuring internet connectivity and access control;
✓ Providing user support and training to staff to ensure proper and effective
utilization of ICT Equipment;

✓ Troubleshooting ICT equipment to identify and resolve issues;
✓ Performing data management services;
✓ Administering data and software backups for application systems;
✓ Rectifying operational problems;
✓ Restoration of data from backups;
✓ Conducting Disaster Recovery exercises;
✓ Providing positive and sustainable ICT infrastructure through acquisition and
maintenance of software;
✓ Acquiring and implementing reliable application systems;
✓ Adhering to ICT governance and compliance; and
✓ Promoting management of ICT risk within the DIC.

2. Qualification and Work Experience


✓ Must possess a Bachelor’s Degree in Computer Science / Information
Technology from a reputable and accredited tertiary education institution;
✓ Must be not more than 35 years of age;
✓ Must have:
a) At least 3 years’ experience in a relevant field;
b) Working knowledge of current network software and hardware
protocols, internet standards and emerging technologies;
c) Ability to troubleshoot and resolve system related errors
d) Ability to operate and manage modern and advanced hardware platforms;
e) Ability to formulate plans and decides on the structure of databases and
program logic flow for new systems;
f) Analytical thinking to ably assess and respond appropriately to internal
user needs as well as external users/consultants needs;
g) Excellent analytical, problem-solving, organization, interpersonal and
communication skills.

3. Duration of Employment
The contract is for up to three years, renewable on annual basis based on strong
performance.

3. ADMINISTRATIVE ASSISTANT (1 POSITION)

Reporting to the Director General, the successful candidate will, among other duties,
be responsible for:

The Job:
✓ Managing the Director General’s Office;
✓ Arranging appointments and meetings;
✓ Providing event management coordination;
✓ Maintaining and updating Outlook distribution lists and phone lists;
✓ Establishing and maintaining documentation and filing system;
✓ Ordering office supplies;
✓ Maintaining and updating the stores register;
✓ Receiving, reviewing, sorting and distributing all incoming and outgoing
correspondence;
✓ Providing public relations and protocol services; and
✓ Providing administrative services pertaining to travel, meetings and seminars.

The Person

✓ A holder of Diploma in Secretarial Management/Studies with 3 years’ relevant


experience;
✓ Must be between 25 and 35 years of age; and
✓ Must have:

a) Ability to think ahead in order to establish an efficient and appropriate


course of action;
b) Ability to prioritize and plan activities considering all the relevant issues
and factors such as deadlines
c) Interpersonal and organisational skills;
d) Ability to maintain high level of confidentiality.

4. DRIVER (1 POSITION)

Reporting to the Supervisor, Finance and Administration, the successful candidate


will, among other duties, be responsible for:

The Job:

✓ Driving DIC vehicles to designated destinations;


✓ Checking the condition of the vehicles;
✓ Recording mileage on the requisition form and Log Book;
✓ Reporting fuel card statuses and vehicle faults to Supervisor, Finance and
Administration; and
✓ Managing DIC vehicles to ensure adequate fuel levels as well as safe
custody of fuel card.

The Person

✓ A holder of Malawi School Certificate of Education plus valid PG Class


Driver’s Licence with 5 years’ working experience. Those with Chauffer
Certificate or Defensive Driving will have an added advantage;
✓ Must be between 30 and 35 years of age;
✓ Must have:
(a) Ability to communicate effectively in English and Chichewa;
(b) Ability to understand and interpret basic general government
standard regulations regarding motor vehicle operations; and
(c) Customer Care Skills.
