Kevin Manley Re: Written Reprimand and Directive Mr. Manley, This letter serves as a written reprimand and directive, and it will be placed in your personnel file. This reprimand is the result of your continued failure to provide proper supervision of Findlay First Edition FFE”) students, which has resulted in a negative culture that has permeated the program as detailed in the investigation report dated January 15, 2024, and for violating the written directive provided to you at the outset of the investigation. As you know, numerous concerns were reported to the District surrounding the negative culture of the FFE program, Some of these concerns were related to FFE activities that occurred on school property._In in your presence and in the presence © of other FFE members, on school property. While there is no evidence that you were aware of this particular conduct, you were aware that off-campus FFE parties occur and you did not take steps to discourage these parties or enforce the extracurricular code of conduct and/or the FFE Contract. In fact, you admitted that you permitted TEE 0 cstibte white -shis (AAT 3 FFE uy party.” As you know, this is not the first reprimand you have received for failing to provide proper supervision of PFE students, You received a letter of directive and verbal reprimand for similar conduct on January 17, 2019, Asa teacher in the District and the FFE Director, you are responsible for providing proper supervision of your students and establishing a positive and welcoming culture in your classroom and at all FFE practices, activities, and events. When students fail to meet the expectations you have set, you are expected to immediately address the behavior. When students violate the student code of conduct, the extracurricular code of conduct and/or the FFE Contract, you are expected to immediately address the behavior by enforcing the code of conduct and/or the FFE Contract.Administrative Offices Phone: 419.425.8364 N00 Broad Avenue Fax: 419.425.3628 Findlay, OH 45840 www.fes.org This reprimand is also the result of your failure to follow the verbal directive provided to you on November 9, 2023 and the written directive provided to you on November 10, 2023 (collectively, tive”). The Directive stated, “During this investigation I want to be clear that I am directing you to ave any contact with staff, parents, or students as it relates to the investigation or as it relates to any concerns regarding FFI The next day, on November 11, 2023, you contacted a staff member, by phone, and left a voicemail message stating “...1 just wanted to talk to you for a minute...” You then contacted the staff member by text message stating, “Just trying to remember that | haven’t done anything wrong” and asking “Did anyone from admin talk to you yet?” As you know, as a result of this, you were placed on administrative leave the next day. Your conduct violates the Directive, constitutes insubordination and demonstrates a serious lack of judgment on your part. Going forward, you are directed to: ‘* provide proper supervision of FFE students when under your direction at all FFE endorsed activi or events. * discourage FFE parties that occur at private residences. Should you become aware of a party that occurred, you are expected to take steps to determine whether the code of conduct and/or the FFE Contract has been violated, and if so, to implement appropriate consequences as outlined therein. ‘* produce a comprehensive plan to proactively address the current FFE culture, including steps you will take to establish a positive and welcoming culture in your classroom and as part of FFE. This plan should include a thorough review of all documents signed by FFE students and parents/guardians, including the FFE Contract and any recommended revisions to such documents. If revisions are necessary, the documents should be re-signed by all current FFE students and parents/guardians, ‘* address any outstanding student misconduct in cooperation with Mrs. Simon through the code of conduct and/or the FFE Contract, as appropriate. This should be completed by January 26, 2024, unless an extension of time is provided by the Superintendent. ‘© report any future incidents of student misconduct to Assistant Principal Mark Laux within one (1) school day of becoming aware of the misconduct. © hold a meeting with current FFE students and parents/guardians before January 31, 2024 to address student conduet expectations for the remainder of the school year. Administration will attend in support, + attend a weekly meeting with Principal Meg Simon and/or Assistant Principal Mark Laux to review your progress in following these directives. The agenda may be mutually developed. Mrs. Simon will determine if a meeting is necessary for the given week.
