Recruitment Process
1. Recruitment and Application Submission
a. Documentary Requirements:
i. Valid passport
ii. Resume or CV
iii. Certificates (education, training, and employment)
iv. NBI Clearance
v. Other documents as per specific job/employer requirement
b. Process Steps:
i. Advertise job openings (online, print, or government platforms)
ii. Conduct preliminary screening and interviews.
c. Responsible Officer: Recruitment officer
d. Cycle Time: 1–4 weeks.
2. Screening and Selection
a. Documentary Requirements:
i. Medical certificate (fit-to-work clearance)
b. Process Steps:
i. Schedule and conduct final interviews by foreign employers or their
representatives.
ii. Screen candidates based on qualifications and job orders.
c. Responsible Officer: Recruitment officer or foreign employer representative
d. Cycle Time: 1–3 weeks.
3. Pre-Employment Orientation Seminar
a. Documentary Requirements:
i. Attendance certificate
b. Process Steps:
i. Workers attend mandatory PEOS to understand rights, job responsibilities, and
cultural adaptation.
c. Responsible Officer: Accredited trainer
d. Cycle Time: 1 day.
4. Employment Contract Signing
a. Documentary Requirements:
i. Employment contract (duly signed and notarized)
ii. POEA Standard Employment Contract (SEC)
b. Process Steps:
i. Finalize terms and conditions, ensuring compliance with POEA regulations.
c. Responsible Officer: Agency manager
d. Cycle Time: 1–2 days.
5. POEA Processing and Documentation
a. Documentary Requirements:
i. Verified employment contract
ii. Overseas Employment Certificate (OEC)
iii. Valid visa or work permit
b. Process Steps:
i. Submit all documents to POEA for processing and issuance of OEC.
c. Responsible Officer: Liaison officer
d. Cycle Time: 1–3 weeks.

6. Pre-Departure Orientation Seminar (PDOS)


a. Documentary Requirements:
i. Attendance certificate
b. Process Steps:
i. Workers attend mandatory PDOS to prepare for deployment.
c. Responsible Officer: Accredited PDOS trainer
d. Cycle Time: 1 day.
7. Deployment:
a. Documentary Requirements:
i. Plane ticket
ii. Passport with visa
iii. OEC
b. Process Steps:
i. Agency coordinates travel arrangements and ensures deployment.
c. Responsible Officer: Deployment officer
d. Cycle Time: 1–2 weeks (depending on flight and visa availability).
8. Post-deployment Monitoring
a. Process Steps:
i. Agency conducts follow-ups with workers and employers to ensure compliance
and resolve issues.
b. Responsible Officer: Agency's post-deployment monitoring officer
9. Authorized Fees and Costs
a. Workers:
i. Placement fee (up to 1 month's salary, unless prohibited by the hiring country)
ii. Medical examination fees
iii. Visa processing fees
b. Total Process Time: 2–3 months, depending on document processing and visa issuance.
